- Description
- The Bureau of Reclamation, Pacific Northwest Regional Office, Boise, Idaho, has a requirement to provide landscape maintenance services for the developed and landscaped grounds of the Grand Coulee Power Office, Grand Coulee, WA. The work is situated in Grant, Douglas, and Okanogan Counties, Washington, adjacent to Grand Coulee Dam. Grand Coulee Dam is in a very remote area of Washington state. It is approximately 80 miles southwest of Spokane. The site is a major tourist attraction and is exposed to a great deal of public scrutiny. The landscape maintenance requirements have high standards due to the public scrutiny. Though the services required are commercial type services, they are not considered ordinary or run of the mill. Offerors are strongly encouraged to visit the site and acquaint themselves with the issues which impact this requirement. The services shall include, but are not limited to, maintaining lawns, native growth, shrubs, and trees in developed and partially developed areas; operating, maintaining, and repairing irrigation systems; pruning and shaping bushes, shrubs, trees; herbicide and insecticide spraying; and other work as requested by the Contracting Officer. The areas to be maintained vary in size and the total area contains approximately 330 acres. It is the intent of the Government, through the potential contract, to have a contractor fully maintain project landscaped areas and perform herbicide and pesticide spraying, as defined in the performance based specifications, without additional assistance from the Government. The contractor is to provide and follow a weekly, monthly, and seasonal work plan to accomplish the work specified in the Statement of Work, including quality control. The present and previous contractors have utilized local labor. The contractor will be responsible for supplying all equipment, materials, and supplies to accomplish the required tasks. Reclamation intends to award one fixed-price contract with a base year plus four possible option years. We'll issue a Request for Proposals (RFP) and it will be a best value negotiated award. Evaluated criteria to be cost or price and labor hours, past performance, experience, equipment, and other criteria if determined necessary in the solicitation. The solicitation will be issued as a performance based commercial service. These services will be purchased in accordance with FAR Part 12, Commercial items. We intend to issue a HUBZone small business set-aside solicitation via our web site www.pn.usbr.gov.contracts and at www.fedbizopps.gov. Offerors are responsible for checking our website frequently for amendments or notices, particularly before submitting their proposals. No paper copies or CD-ROMs will be issued unless our website becomes inoperable, then the solicitation and any amendments will be made available on CD-ROM or paper. If issued on CD-ROM or paper, one copy will be mailed free of charge to each party on the planholder list, and additional copies will be $25 each. We anticipate having a solicitation available by November 9, 2001 and offers due December 10, 2001. We expect to award the contract about mid February, 2002. We anticipate the contract services to begin approximately March 15, 2002. The contract is a seasonal contract, running from March 15 through November 15 each year. This requirement is 100% set-aside for HUBZone small businesses and the applicable North American Industry Classification System (NAICS) Code is 561730. The small business size standard is $5 million. All companies requesting this solicitation must be certified as HUBZone small business by the Small Business Administration.
