Description
As part of its Market Research, the Marine Corps is seeking information on back-pack and vehicle-mounted dispensing systems that can be used to rapidly disperse an anti-traction material onto the ground in front of riotous crowds or belligerent forces. The Marine Corps has a mission to move into urban areas and force belligerent personnel to vacate an area or to temporarily deny their entry into buildings and facilities. The Marine Corps is seeking COTS, NDI, or design concept solutions for a system that can be carried on the back of an individual Marine and used by a rapidly moving security force to dispense a highly slippery material. The Marine Corps is also seeking a separate system with a larger capacity that will fit in the back of a High-Mobility Multi-Wheeled Vehicle (HMMWV) for riot/crowd control scenarios. The equipment shall be fully capable of being stored and operated in hot, basic, and cold temperatures and rugged enough to withstand being externally carried by Marines during the rigors of moving through an urban environment in combat or threatening conditions. It is requested that interested parties provide, at no cost to the Government, sales/marketing literature for any COTS or NDI systems applicable to these requirements or alternatively, a capabilities statement for the design and development of appropriate hardware to meet these requirements. The Government is completing its initial testing of an anti-traction material that will dispensed from these systems. Respondents will be invited to a Government Proof-of-Principle Demonstration during 1st Quarter FY02 that will demonstrate the effectiveness of the material dispensed through prototype hardware designed by the Government. Following the Proof-of-Principle Demonstration, the Government intends to initiate an acquisition program to select a proposed design from industry, to test and evaluate both the man-transportable and the vehicle-transportable systems, and to initiate a procurement effort. Responses to this request for information (RFI) should be submitted no later than 30 Nov 01. Information obtained may be used to develop subsequent requests for proposals (RFPs). Any data that is of a proprietary nature should be marked as such. This RFI in no way obligates the Government to procure any system nor does the Government intend to pay for any product samples or information provided.
