Description
The Fleet and Industrial Supply Center, Jacksonville intends to solicit proposals for services in support of the Morale, Welfare and Recreation (MWR) functions located at Naval Air Station, Joint Reserve Base (NAS JRB), New Orleans and Naval Support Activity (NSA), New Orleans, LA. The service provider will operate, manage, and provide all services in support of the fitness center operations, swimming pools, bowling centers, arts & crafts, auto hobby shops, storage compounds, community library, picnic area rental programs, recreational sports programs and recreation center. The services, which are currently provided by Government personnel were announced for commercial activity cost comparison study in accordance with the OMB Circular A-76. The purpose of the study is to determine the most efficient and cost effective method of providing MWR services for NAS JRB and NSA New Orleans. This acquisition will be conducted under the North American Industry Classification Systems (NAICS) code is 561990, with a small business size standard of $5 million. A firm fixed price contract is contemplated. Formal source selection procedure will be utilized. The apparent successful offer will be compared to the Government's in-house bid to perform the above services. If contracted, the contractor performance will include a 90-day transition period within the one year base period, and four (4) one year option periods (the last option periods will include a 60-day phase-out period). If Government performance is determined to be most advantageous, the solicitation will be cancelled. The solicitation resulting from this announcement will be available on or about 13 November 2001 to interested parties at http://www.jax.fisc.navy.mil or via the Navy Electronic Commerce On-line (NECO) http://www.neco.navy.mil . Potential offerors that download the solicitation from these websites must monitor the website for potential changes to the solicitation. Other potential offerors may submit written requests for solicitation via email or fax . Request must cite the solicitation number, and provide the requestor's name, address, phone number, fax number, and email address. Only electronic copy of the solicitation and amendments will be provided to these contractors via email.
