- Description
- The Environmental Protection Agency's (EPA) Office of Solid Waste and Emergency Response (OSWER) has a requirement for technical and analytical services for the Office of Chemical Emergency Preparedness and Prevention Office (CEPPO). CEPPO is responsible for national programs in preparedness for, response to, and prevention of chemical accidents and in response to environmental aspects of emergency response to national disasters. Also, CEPPO is involved in elements of programs for local, State and Federal Government, industry, and private, public, and international organizations. These activities include support for the following: Analytical Support; Technical Assistance; Conference and Meeting Support; Training Support; Communications and Outreach Support; Program Evaluation Support; and Management Systems and Planning Support. This effort is being competed on a full and open competition basis -- all responsible sources may submit a proposal which shall be considered by the Agency. The Government anticipates award of one (1) cost reimbursable Cost-Plus-Fixed-Fee (CPFF), Level of Effort (LOE) contract for a total performance period of sixty (60) months which consists of the following: a Base Period with twelve (12) month Period of Performance and an estimated LOE of 25,232 Direct Professional Labor Hours (DPLH) with one (1) Quantity Option of 12, 616 DPLH; an Option Period 1 with a twelve (12) month Period of Performance and an estimated LOE of 25,232 DPHL with one (1) Quantity Option of 12, 616 DPLH; an Option Period 2 with a twelve (12) month Period of Performance and an estimated LOE of 25,232 DPHL with one (1) Quantity Option of 12, 616 DPLH; an Option Period 3 with a twelve (12) month Period of Performance and an estimated LOE of 25,232 DPHL with one (1) Quantity Option of 12, 616 DPLH; and an Option Period 4 with a twelve (12) month Period of Performance and an estimated LOE of 25,232 DPHL with one (1) Quantity Option of 12, 616 DPLH. The anticipated release date for the Request for Proposals (RFP) is December 2001. The purpose of this CBD announcement is to notify potential offerors of EPA's requirement, generate the source list, and to direct interested parties to the EPA Office of Acquisition Management's (OAM) homepage on the "Doing Business with EPA" Internet World Wide Web site (http://www.epa.gov/oam/srpod) for further information on this procurement as it becomes available (telephonic requests for information relating to this procurement will not be honored). In an effort to streamline the procurement process, and to utilize the Internet and electronic communications to the maximum extent possible, the subject RFP, amendments, and other related items for this procurement will be posted on this Web site. Also, posted on the Internet will be an ongoing status update to inform interested parties of current information related to the procurement. EPA does not anticipate printing copies of the RFP, therefore, Potential Offerors are requested to download the RFP and amendments from this location, rather than requesting hard copies from this office. Interested parties may forward requests to be placed on the source list to Felicia M.
