Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number CI-02-0025 is issued as a request for quote (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This is a total small business set-aside. The NAICS code is 235810. The size standard is $11.5 million. Environmental Protection Agency has a requirement for well drilling services at Loring Air Force Base in Limestone, Maine. The drilling shall be: (1) Drill, using H-sized diamond cores, two (2) angled boreholes, approximately 55 to 65 degrees from horizontal, each with a total length of approximately 250 ft.; (2) Drill, using H-sized diamond cores, one vertical borehole to a depth of approximately 200 ft.; (3) Install in each borehole a Waterloo-type 5-zone PVC multi-level casing and perform hydraulic testing to determine transmissivity of the boreholes. Drilling and well casing installation shall be completed no later than December 31, 2001. The following provisions apply: 52.212-1, Instructions to Offerors-Commercial; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items. Quotes shall include a completed copy of 52.212-3, Offeror Representations and Certifications-Commercial Items. Quotes shall include the following past performance information: three references for which similar services have been provided; the name and telephone number of a contact person for each reference; contract number, description and dollar value of the services.
