- Description
- The Federal Emergency Management Agency (FEMA) intends on soliciting a quotation from the following non-profit organization on a sole source basis to provide an updated and certifiable database of special needs persons in the Anniston, AL area for the Chemical Stockpile Emergency Preparedness Program (CSEPP): Community Against Pollution (CAP), 1012 W 17th Street, Anniston, AL 36201. A small purchase order will be awarded to CAP for these services upon a determination that the quoted price is fair and reasonable and the technical approach is acceptable. The purpose of this procurement is to: i) validate and identify the special need persons (disabled, handicapped, homebound persons that need help or transportation) located around the Anniston Chemical Depot, and ii) recommended solutions on assisting the individuals in the event of a chemical accident. The database will be provided to local, state, and federal agencies to use in their preparation for emergency preparedness in case of a chemical accident at the incinerator. Pursuant to FAR 13.106-2(a)(5), the Contracting Officer has determined that SAP is the only known source that possesses the required staffing, experience, and organizational structure required to complete the required tasks within the mandatory time frame and available budget. In addition, CAP is an IRS Code 501(c)(3) non-profit organization that is solely situated to provide the community survey of emergency special needs and outreach. The group members reside in Anniston, AL and are uniquely qualified to address ethnic, cultural, and economic issues of the community. No other organization has the credibility within the community to perform the survey and collect relevant data. No solicitation documentation exists. This notice of intent is not a request for competitive quotations. However, interested persons may identify their interest and capability to respond to the requirement. See numbered CBD Note 26. Capability statements are due within 15 days of the initial publication of this announcement.
