- Description
- Total 8(a) set-aside NAICS Code 541690. The Deputy Assistant to the Secretary of Defense for Nuclear Treaty Programs is the Department of Defense Treaty Manager for nuclear treaties and agreements such as the International Atomic Energy Agency Strengthen ed Safeguards Agreement and nuclear non-proliferation and fissile material programs, the Fissile Material Cut-Off Treaty and related bilateral initiatives, and the Comprehensive Test Ban Treaty. The Nuclear Treaty Programs Office (NTPO), located in Arling ton, Virginia, supports the negotiation, implementation and verification of compliance of these treaties and agreements. DTRA is seeking eligible 8(a) contractors that can provide analytical and technical support services to the NTPO in the following area s: technical reviews, studies, assessments and analyses; engineering and technical coordination; support to US delegations to international bodies; programmatic support to NTPO-sponsored cooperative research and development initiatives; program planning, c oordination, implementation, documentation and reporting; and administrative support, such as document preparation and processing, scheduling, travel/logistical arrangements, and conference/meeting/workshop preparation, coordination, facilities, etc. Cont ractor personnel may be required to periodically travel outside the National Capital Area. The Contractor shall be in compliance with DoD 5220.22M, National Industrial Security Program Operating Manual, and with the requirements of the attached Contract Se curity Classification Specification (DD Form 254) at all times. The Contractor shall maintain a TOP SECRET facility with procedures for receipt, storage, and generation of classified material (up to TOP SECRET) in accordance with DoD 5220.22M. Key manage ment personnel, along with all computer, technical, and engineering personnel performing work on this contract, must possess at least a SECRET clearance; some individuals may require TOP SECRET security clearances with Sensitive Compartmented Information a ccess in order to provide access to sensitive information. Any proprietary data furnished by the Government shall be protected from unauthorized use or disclosure as long as such data remains proprietary. The contract will have a one-year period of perfor mance, with four one-year options. Request for the RFP must be in writing and must cite the RFP number.
