Description
The Los Alamos National Laboratory (LANL), operated under a prime contract with the U.S. Department of Energy (DOE) by the University of California, is interested in obtaining information concerning the capabilities of firms that may be interested in providing facility support services at the Los Alamos National Laboratory, in Los Alamos, New Mexico. Johnson Controls Northern New Mexico, an LLC, currently provides these services under contract to the University of California. The existing contract has a period of performance that ends on September 30, 2002, but contains an option for the University to extend the period of performance through September 30, 2007. The existing contract is a performance-based, award fee type contract with an estimated value of $145 million for the current fiscal year. The facility support provided by Johnson Controls Northern New Mexico under the existing contract to the University of California includes engineering services, construction, facilities maintenance and repair, utility operations, custodial services, waste removal, roads and grounds maintenance and other associated support services. If your firm is potentially interested in providing these required services, you are requested to submit the information requested below to the University's Contract Administrator. Responses must be received by the Contract Administrator no later than thirty (30) days after publication of this notice. Information should be sent in hard copy to the following address: Los Alamos National Laboratory Attn: Mr. Larry Brown P.O. Box 1663, MS M986 Los Alamos, NM 87545 The required information should be no more than ten (10) pages in length (excluding any existing capability brochures that you may submit), and should succinctly address: 1. Summary background information on your firm's capabilities; 2. A list of similar subcontracts you have held within the last five years. Include dollar value, brief summary of the type of work, location, and provide contact information. Submission of this information will be taken as authorization to contact personnel at the site of your subcontract. 3. Provide representative financial information that demonstrates your firm's financial responsibility. 4. A summary of your corporate and on-site safety record (on-site safety record for each site referenced in response to the requirement noted in sub-paragraph #2 above). This information should include, as a minimum, your firm's Total Recordable Injury/ Illness Case Rate (TRI), your firm's Lost Workday Case Rate (LWC) and your firm's Workman's Compensation EMR for the last three years (again both at the corporate level and for individual referenced contract sites). 5. Provide an estimate of the number of key personnel, and descriptive job titles of the management team you believe would be necessary to manage this contract. We understand that this is a preliminary estimate, and will not represent a commitment on the part of your company. The Laboratory is requesting information on the capabilities of firms that are potentially interested in providing these services as part of its internal evaluation of alternatives to the exercise of the existing contract's optional period of performance. This Request for Information (RFI) does not obligate the Laboratory to any particular course of action, nor should this Request for Information be construed as indicating the University will proceed at some point with a competitive solicitation. Firms who respond to this Request for Information will not be reimbursed for any information provided, nor will submitted documents be returned to those firms who provide responses.
