- Market Research -- Sources Sought. The 377 CONS/LGCA is seeking sourc es capable of and interested in providing recycling services at Kirtland Ai r Force Base (KAFB), New Mexico. The goal of this program is to provide at no-cost to the Government all management, supervision, labor, materials an d equipment to collect, transport, and deliver all recyclable paper to incl ude high grade white paper, shredded paper and newspaper from various locat ions on-base to an on-base Solid Waste Transfer Facility (SWTF). Dispositi on of all non-paper materials is the responsibility of the Contractor. Non -paper materials not transported and delivered to the SWTF consist of toner cartridges, aluminum, and assorted scrap metals including expended brass. The contractor shall collect and recycle toner cartridges, aluminum cans an d various scrap metals to include steel, brass, aluminum, copper and other metals generated by KAFB. No appropriated or non-appropriated funds shall be used. Any money received by the contractor in exchange for toner cartri dges, aluminum, and assorted scrap metals including expended brass shall co nstitute complete consideration in exchange for the collection, transportat ion and delivery services for all paper materials and non-paper materials. The Contractor shall provide two roll-offs at the Kirtland Defense Reutiliz ation and Marketing Office (DRMO) and one roll-off at the KAFB landfill for collection of scrap metals. The contractor shall perform collection servi ces between the hours of 0730 and 1600 hours, Monday through Friday. The c ontractor is required to report the tonnage of recyclables collected and tr ansported as well as track the number of recyclable paper containers picked up at approximately125 designated sites. A permanent recyclable paper col lection bin is in place at each site and is to be picked up when full. THER E IS NO GUARANTEE THAT THIS WILL DEVELOP INTO A CONTRACT OPPORTUNITY.
