Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and FAR Part 13, Simplified Acquisition Procedures. A written solicitation will not be issued. This announcement is the solicitation, and quotations are being requested. The solicitation is issued as a request for quote (RFQ). The RFQ number is DTCG80-02-Q-3FAN20. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. This is a small business set-aside procurement. The associated North American Industry Classification System (NAICS) Code is 332999, and the size standard is 500 employees. Requirement is for one (1) each Propeller for the U.S. Coast Guard Cutter EAGLE. The following requirements shall be met: Propellers diameter must be same as the existing propeller, 2500 mm; propeller shall deliver optimum cavitation and vibration performance while maintaining the structural and maneuvering characteristics of a standard services workwheel; propeller shall have air foil blade sections; 18 degrees of non-linear skew; variable pitch distribution; material shall be ABS Type 4 Ni-Al-Bronze. The propeller?s hub shall be machined to fit existing tail shaft. Existing blade, hub and shaft detail are available upon request. Contractor shall verify that the hub will properly fit the tail shaft. VESSEL CHARACTERISTICS: Type: Sailing/Training; Displacement: 1816 Tons; Length: 295 feet; Length at WL: 231 feet; Max Beam 39.1 feet; Draft: 16.0 feet; Engine: Caterpillar 399; BHP at MCR: 1000 hp; Engine Speed: 1200 RPM; Gear Ratio: 5.55:1; Speed: 10 knots under power, 17 knots under sail. Delivery will be FOB destination to Coast Guard Yard, Baltimore, Maryland within 12 weeks after purchase order award date. Acceptance of the units will be at destination. The contractor shall extend to the government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the government. This will be a Firm-Fixed Price purchase order. Quotes shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding, and the ability and willingness to comply with the Government's requirement. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will offer the best value to the Government, price and other factors considered. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR)Subpart 13.106-2-Evaluation of quotations or offers. Award will be made based on vendors' (A) Technical Capability of the item offered to meet the Government requirements; (B) Past Performance, (C) Delivery Schedule, and (D) Price. The Government reserves the right to award a purchase order without discussions.
