- NAICS 233310. This request for Proposal (RFP) is a Best Value Project to establish a 5 year Requirement Contract. Individual delivery/task orders will be issued over a five year period as funding for each project become available. The first project will be issued as part of this solicitation. The Government reserves the right to reject any and all offers at any time prior to award; to award a contract to other than the offeror submitting the lowest price; and to award the contractor to the offeror judged to be offering the Best Value to the Government. It is the Governments intention to award one contract, but reserves the right to award two contracts if appropriate. If two contracts are awarded, they will done so based on the following geographical locations: (1) All Alaska sites, (2) All CONUS sites (lower 48 states). The Contractor shall provide for all labor, material, supplies, transportation, supervision and all other necessary items for complete and usable projects, performing all work in a workmanlike manner in complete compliance with all plans, drawings, and specifications issued. =20 This project constructs United States Coast Guard replacement Loran Station transmitter buildings at 12 sites (AK (6), NJ (1), WA (1), CA (1), NV (2), IN (1)). The buildings will be constructed on a cast-in-place concrete foundation, approximately 2,500 SF. The exterior walls will be pre-cast insulated concrete panels and the roof will be hollow core concrete slabs with CIP topping. The buildings will be used to house new solid state transmitters, the installation of the transmitters are not included in this contract. Utilities include electrical power and emergency generators. The contractor will coordinate his work with local utility providers. Prime Contractors will be required to perform 20% of the work with its own workforce. -- The estimated cost range is $1,000,000 ? $3,000,000 for individual projects with an overall total estimated cost range of $14-19,000,000. -- The period of performance is five (5) years for the Requirement Contract, with approximately six (6) months for construction of individual projects. Plans and specification will be available on approximately 2 November 2001 and will be posted at: www.eps.gov. -- ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at the prime rate.
