- Description
- This is a combined synopsis/solicitation for commercial item health club membership prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only soli citation; proposals are being requested and a written solicitation will not be issued. A Firm Fixed Price (FFP) Contract is intended to be used in the procurement of the health club memberships for up to 250 Military Soldiers. The duration of the contract will be for one year from the effective date of award, with four option years. The health club shall be a full service facility that shall be located within a 10 mile radius of the Soldier Systems Command (SSCOM), Kansas St., Natick, Ma. 01760. The facili ty shall reserve a basketball court and an aerobics room every Monday, Wednesday and Friday from 0630 to 0730 for the military to conduct formations and physical exercise, free from interference. Actual number of military personnel that will require use of the facility will fluctuate due to permanent change of station (PCS),Temporary Duty Assignments (TDY) and End of Tour Service (ETS). The Government will furnish the contractor with a complete list of all the military personnel and dependents that wil l require use of the facility and the list will be updated on an as needed basis. The facility shall have an indoor Swimming Pool with a certified Lifeguard on duty during operating hours. The swimming pool shall be made available once a year for exclu sive use of the military to conduct a drown proofing class. The actual date of the drown proofing class will be made in agreement with the contractor and the Government; Free Weight Room shall be equipped with the following but not limited to : flat benche s, incline benches, decline benches, cross cables, dumbbells (various weights), curling bars, straight bars, iron weights in various increments, preacher benches, squat racks, and various leg machines and other free weight equipment that is required for a total upper and lower body workout; Nautilus Equipment for a total upper and lower body workout; Aerobics Room capable of accommodating groups of 25 or more; Full size Basketball court; Cardiovascular equipment to include the following but not limit ed to: stair masters, life cycles, treadmills, and rowing machines. All of the above shall be available to the soldiers and their dependents without restrictions. The contractor shall provide instruction about the equipment/machines when requested. Military shall have the same rights and privileges as all other paying members. Military shall be afforded the opportunity to join any club sponsored league or activity (i.e., basketball league, racquetball league, swimming league, lifting competition s, etc.). The facility shall have babysitting available during the week with nighttime hours. The cost of babysitting will be borne by the individual soldier at a cost of (Offeror please fill in) ___ per hour for one child, ___ per hour for two childre n and ___ per hour for three children. The facility shall have separate male and female lockers, showers and restroom areas. Lockers shall be available on a daily, first come, first served basis. The facility shall have weekday and weekend hours. Husban d/Wives and children(under 18 years of age) of the military members shall be given full use of the facility. Racquetball, squash, swimming, aerobics, basketball, volleyball and any affiliated facilities shall be available at no additional charge. This s olicitation document incorporates FAR provisions and clauses in affect through Federal Acquisition Circular 97-27 as applicable. FAR Provisions 52.217-4 and 52.217-5, FAR Clauses 52.203-10, 52-217-8, 52.217-9, 52.219-8, 52.222-26, 52.222-35, 52.222-36, 5 2.222-37, and 52.233-3. DFAR Provision 252.212-7000 and DFAR Clause 252.212-7001. FAR Provision 52.212-2 applies and the following evaluation factors shall be used to evaluate offers in descending order of importance: (1) Areas set aside for the two formations of military personnel; (2) Quantity and variety of weight, nautilus and cardiovascular equipment; (3) Quality of all equipment; (4) Additional amenit ies (racquetball courts, tennis courts, personal trainers, indoor track, body fat analysis equipment and any other service/item not listed in the scope of work above); (5) Hours of operation; (6) Cleanliness of the entire facility; (7) Cost of all individu ally chargeable items/services including babysitting; (8) Price of base year and option years. A written proposal is requested. Contractors shall address all the evaluation criteria above in detail, in their proposals. All contractors submitting proposals will be required to give a tour of their facility during normal business hours to Government personnel. The Government will pay monthly via contractor's invoice. Following the evaluation of all proposals and walkthroughs of the contractor's facility th e Government will select the facility that provides the best value to the Government. Because the award will be based on cost and other factors, award may be made to other than the low offeror. Response time is 19 October by 3:30 P.M. EST for submission of proposals to the above contracting office. Please provide a price for estimated 130 users, for 131-190 users and 191-250 users. Offerors shall include a completed copy of the provision at FAR 52.212-3 with its offer and the certification contained in D FARS 252.225-7000. The applicable SIC Code for this requirement is 7991. For the purpose of this requirement, any concern with a total revenue of less than $3.5 million is considered a small business. Firms responding to this announcement shall indicate w hether or not they are a small or small disadvantaged business concern. This is a 100 percent small business set aside.
