- The General Services Administration, Federal Technology Service, Region 8, Denver and its Client, the Department of Labor/Occupational Safety and Health Administration, intend to procure on a Sole Source basis from Rigaku/MSC, Inc., 9009 New Trails Drive, The Woodlands, Texas 77381, 281.363.1033, the following System: One (1) Dual D/Max 2500 V/PC Theta/2Theta X-ray Diffraction System with Rotating Anode Generator. A solicitation will not be issued as a result of this CBD notice. Only one order will be issued for this requirement, no partials. PURPOSE: The specified system is necessary to pursue ongoing research at the Department of Labor. IMPACT: The specified system will allow for significant technical dissimilarities that any other similar system cannot accommodate. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Rigaku/MSC, Inc. has developed the D/Max 2500 V/PC Theta/2Theta X-ray Diffraction System with a high intensity, rotating anode design with the following unique features: (1) Anode is driven directly by rotation motor. (2) Anode assembly is compact and lightweight (~10 lbs.) for easy access and handling. (3) Anode has ceramic ball bearings for low vibration and low noise. (4 ) Anode uses a magnetic fluid seal, which provides high rotation capability (3000 rpm), low torque, and long life (~1 year). (5) Both opposing output ports are accessible without obstructions so that 2 line or 2 point foci can be used. (6) Anode assembly makes switching from 2 line foci to 2-point foci very simple. (7) Shutter functions are monitored. If there is a failure, the entire source will shut down (no HV and no target rotation). (8) Unit allows access inside of the radiation enclosure to the source controller. If an experiment is active, it is paused, permitting access. Once the reason for access ahs been resolved, closing the enclosure resumes the experiment at the state of interruption. (9) Each controller can gain access to the x-ray source controller. One controller can be designated as the master, the other as slave, for control of the x-ray source. If the master is idle, the slave shall have complete control over the x-ray source. (10) Goniometer is capable of collecting data using a Continuous Scan, Fixed Time per step Scan, or Fixed (number of) Count (s) per step Scan. The Continuous Scan must drive the axis in small steps of short duration to mimic the motion of a synchronous motor with data collection time controlled by specifying a scanning speed in minutes. Fixed experiments move the drive axis in fixed increments. Concerns having the ability to furnish the above services/supplies are r equested to give written notification (including the telephone number for a point of contact) to the acquiring office listed in this notice within 15-calendar days from the date of this synopsis. This notification should clearly show their ability to do so without compromising the quality, accuracy and reliability of the requirement. This is not a formal solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available.
