- Description
- NASA/GSFC plans to issue a Request for Quotation (RFQ) for Proton Testing and Beam Support. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to acquire the services on a sole source basis from the Crocker Nuclear Laboratory at the University of California at Davis, under the authority of FAR 6.302-1, 10 U.S.C. 2304(c)(1), Only One Responsible Source. The University of California at Davis (UCD) Crocker Nuclear Laboratory (CNL) cyclotron provides a unique technical facility for proton single event effect (SEE) testing, displacement damage (DD), and total ionizing dose (TID) testing of micro-electronics and photonics. GSFC requires that the facility provide: tuned proton energies between 4 and 68 mev, particle fluxes between 0.1 pa and 1a, <10% variance on beam uniformity, and near continuous (>20mhz) proton stream, which are required for the dynamic testing requirements of SEE testing. Market research indicates that UCD CNL cyclotron is the only facility with all these attributes required for SEE, DD, and TID proton testing. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications, with respect to being able to provide this support, in writing to the identified point of contact on or before Friday, October 19, 4:30 p.m. local time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
