- TRUNKED LAND MOBILE RADIO SYSTEMS; The Department of Commerce (DOC) intends to modify contract 50SANT300028 with Federal Radio Service Corporation for trunked land mobile radio systems. Contract 50SANT300028 currently provides for four (4) cities, Baltimore, Norfolk, New York, and Philadelphia. It is the intent of the Government to add the Washington, D.C. location to the service coverage in the contract. The work is within the scope of the contract and a modification is being sought to add the one location. All trunking systems are owned by the parent corporation, Pegasus Telecommunication, Inc. The DOC deems it administratively expedient to include all these systems under one (1) contract. All five (5) systems were designed, engineered and installed at no cost to the Federal Government. The Washington, D.C. system currently serves over 1300 customers in 17 different Federal Government agencies. The overall system represents an infrastructure valued at several million dollars. The majority of all subscriber units (who subscribe to this service from Pegasus, at rates negotiated under this contract) are located within buildings housing various Federal Government agencies. Each agency using the service within a building has invested in separate two-way repeater amplifiers that are used to provide extensive in-building penetration of the radio signal via inside and outside antenna systems. These numerous in-building systems require periodic maintenance by the Contractor to insure satisfactory radio communications service within the designated building areas. This proposed contract action is for services which the government intends to solicit and negotiate with only one source under authority of FAR 6.302 -- Circumstances permitting other than full and open competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Interested parties must be able to install or convert a trunking system that is compatible with current subscriber systems at no cost to the government and without a break in service to subscribers. Potential offerors must have knowledge of each specifically designed in-building system housed in various government agencies. This notice of intent is not a request for competitive proposals. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. ALL CAPABILITY STATEMENTS RECEIVED FIFTEEN (15) DAYS AFTER THE DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE REVIEWED BY THE GOVERNMENT. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.=20
