- DESC: DTCG87-02-B-643004 -- The following work includes providing all supplies, materials, equipment, transportation and performing the labor for the Rehabilitation of the USCG Air Station Hangar, Sitka, Alaska. Work shall include removal and replacement of exterior metal siding with new metal siding on the entire hangar; Seismic upgrades related to footing enhancements, including rock anchors, at some column bases in the south lean-to, and steel cross-braces at those columns; Replacement of interior doors and frames in the south lean-to, and exterior doors (except large hangar doors) throughout; Renovation in the south lean-to, work including demolition of certain walls, and addition of others; Renovation of locker room spaces in the south lean-to; Replacement of ceilings in the south lean-to; Replacement of floor coverings in the south lean-to; Interior painting throughout the south lean-to and central hangar bay; Major mechanical renovation/replacement of heating and air handling systems in the south lean-to; Renovation/replacement of power, lighting, fire alarm, and public address systems in the south lean-to; Replacement of existing unit heaters in the central hangar bay. The estimated cost range for this project is between $1,000,000. 00 and $5,000,000.00 dollars. The time for completion of all the work is 270 calendar days from contract award. The work required by this solicitation is identified as Industry Standard NAICS Code #233320 and the applicable size standard is $27.5 million dollars in annual receipts for the past three years. This procurement is issued pursuant to the Small Business Competitiveness Demonstration Program, Public Law 100-656, as implemented by the OFPP Policy Directive and Test Plan dated 8/31/89. This is not a small business set-aside. All responsible sources may submit a bid which shall be considered by the U. S. Coast Guard. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short- term working capital assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee of the bid bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
