- The Department of the Treasury, Departmental Offices, TBARR Program Office, 1500 Pennsylvania Avenue, NW (4TH Floor Annex Building), Washington, DC 20220, is issuing this combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation 12.6, as supplemented with additional information included in this notice, for parking spaces. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. =20 Request for proposal number: A-02-TBAR-01. The incorporated clauses are those in effect though the latest Federal Acquisition Circular up until the date of this synopsis. This solicitation is open to any responsible and responsive vendor. SIC code is 7521. (1) The Departmental Offices require not-to-exceed 110 parking spaces for employee vehicles within the general proximity of the Main Treasury Building, located at 1500 Pennsylvania Avenue, NW, Washington, DC. General proximity is defined as that area bounded to the west by 18th Street, to the north by I Street, to the east by 13th Street and the south by E. Street. (2) Parking may be in an indoor garage or outdoor lot with access/egress control (Attendant) during operating hours. Twenty-four (24) hour access may be by any means (Attendant, key control, etc). (3) Self-parking capability is required. (4) Standard commercial garages are acceptable. (5) The garage must be suitable for vehicular parking with appropriate exhaust fume ventilation. Both lots and garages must be reasonably sanitary and free from mice, rates, etc. (6) Parking spaces should be of the standard size to accommodate medium to large automobiles/station wagons. (7) Contractor must carry liability insurance throughout the term of the contract, including any option period, if exercised. (8) Contractor must have the ability to collect the individual?s share of parking expenses prior to issuance of parking passes. (9) Contractor must provide normal security during operating and extended hours. (10) Contractor?s proposal must be submitted by November 5, 2002. (11) Contractor must submit proposal for each year. The time period will begin February 1, 2002 and end September 30, 2002, with one (1) option period of 12 months thereafter. Offerors may submit prices for less than 110 parking spaces if the whole amount cannot be met. Offerors must specify the number of spaces on which they are offering prices. The Government reserves the right to reject amounts less than 10 spaces. Offerors are notified that final prices agreed to will be paid in part by Treasury employees. The amount of the employee portion will be determined prior to award. Any contract(s) awarded as a result of this notice will be for the Government?s portion of the monthly rental fee. The contractor will be bill individually for their portion of the monthly payment. The award document(s) shall include unit prices and total prices which exclude individuals portion. Charges in excess of basic parking, such as lost cards, are the responsibility of the employee. Individuals shall pay for any replacement keys or key cards. Offerors as reminded that the Government?s portion of this requirement is tax-exempt. Offerors shall submit pricing which evidences proposed pricing does not include tax. This self-certification shall specifically reference the percentage of tax not charged. A tax exempt certificate will be furnished by the Government at time of award. The employee portion, to be paid directly to the contractor, will include tax at the current assessment rate. The contract will be awarded using the ?Lowest Price Technically Acceptable Offer? method. The following FAR Clauses are application to this solicitation: 52-212-1, Instructions to Offerors ?
