Description

SYNOPSIS -- SUBCONTRACTING OPPORTUNITY, GROUNDS MAINTENANCE,SCOTT AIR FORCE BASE, IL -- This solicitation is a subcontracting opportunity for Grounds Maintenance. The subcontract will be directly with Challenge Unlimited, Inc. #4 Emmie L. Kaus Lane, Alton, IL 62002 which is currently performing the contract under the Javits-Wagner-O'Day Act, a federally mandated socioeconomic program that supports persons with disabilities. The scope of work includes direct labor, supervision, transportation and all materials, equipment, equipment maintenance, and technical expertise to perform: mowing, trimming, edging, mulching, fertilization, garden maintenance, weed control, pruning of trees and bushes, blowing, aeration, leaf removal, base cleanup, and snow removal. There will also be possibilities of sodding, planting, and other related landscaping functions in the future. Subcontractor must be able to work with, and supervise, people with disabilities. A firm-fixed price contract will be awarded to the best value offeror, price and other factors considered. The solicitation will be issued on an unrestricted basis. Subcontractor will be required to submit a technical proposal, and a five-year price proposal. Evaluation factors will be included in the solicitation. This contract will consist of a base year and four follow-on years. NAICS 561730 applies with a size standard of $5.0M. Evaluations will be completed by Challenge Unlimited, Inc. The solicitation will be available on the Electronic Posting Service on or about the month of October 2001 at http://www.eps.gov. The prime contractor will not be mailing out any copies of the solicitation. There will be a pre-proposal conference at Scott Air Force Base within two weeks after issuance of the solicitation.
