- THE ONLY CHANGE IN THIS NOTICE OF AVAILABILITY OF FEDERAL ASSISTANCE IS A 30-DAY EXTENSION FOR RECEIPT OF THE APPLICATION PACKAGE AND PROPOSALS. COMPLETED APPLICATIONS FOR FEDERAL ASSISTANCE AND ACCOMPANYING PROPOSALS ARE NOW DUE NO LATER THAN NOVEMBER 10, 2001. Point of Contact: Steve Klein, Chief, Fisheries Information Services, (907) 786-3605 or 1-800-478-1456 This project is to fill up to ten field positions in five geographic areas: 1) Arctic/Kotzebue/Norton Sound, 2) Yukon River, 3) Kuskokwim River, 4) Bristol Bay-Alaska Peninsula/Kodiak-Aleutians, and 5) Southcentral (Copper River, Prince William Sound, Cook Inlet, Gulf of Alaska). These positions will develop the capacity of rural residents and organizations to effectively participate in the federal subsistence fishery management process by helping them identify important issues and information needs, design studies, write proposals, gather and analyze information, and communicate study results. To accomplish these functions, these positions will also mentor summer interns and help recruit local residents for seasonal positions and contracting opportunities. Applicants will be expected to hire a professional fishery biologist or social scientist within five months of signing a cooperative agreement. Positions are expected to be dedicated full-time and year-round to the Partners for Fisheries Management Program, with no additional duties related to the hiring organization. Individuals hired must at a minimum possess a Bachelor's degree in fishery biology, social science, or a closely related field such as natural resource management or anthropology, and have one year of professional experience. Respondents must submit a separate proposal for filling each position. Applicants may include overhead costs to the organization, travel expenses, and equipment, but may not exceed $150,000 per year per position, or $700,000 per position for a five-year period. Cooperative agreements will cover a maximum period of five years. Funding for years two, three, four and five will be contingent upon future appropriations and availability of funds as well as attainment of project objectives. Proposals will be due no later than November 10, 2001.
