Description

PROJECT TITLE: PROGRAMMING SERVICES -- HEC DIGITAL ELEVATION MODELS. The proposed contract action is for programming services for which the Government intends to solicit and negotiate with ESRI. HEC GIS processing software currently requires the use of ArcView, Spatial Analyst, and other products of the Environmental Systems Research Institute, Inc. This is the proprietary code of ESRI and they have unique knowledge of its contents and functions. No other provider of ArcGIS programming services has the access to ESRI's Spatial Analyst Source code. It is imperative to use prescisely the same type of instrumentation. Interested persons may identify their interest and capability to respond to the requirements no later than 45 days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract is within the discretion of the Government.
