Description
Air Force Research Laboratory, Embedded Information Systems Engineering Branch. (AFRL/IFTA) plans to issue a solicitation for the Embedded Information System Technology Support (EISTS) program. A first goal of the EISTS program is the advancement, maturation, and demonstration of affordable, adaptable, and assurable embedded information system (EIS) technologies for both command and control (C2 ) and tactical weapon systems. Emphasis shall be placed on the research and development of technologies that positively impact all lifecycle issues associated with EIS. Specifically, proposals shall be sought that assess requirements for future support for legacy and advanced EIS, improve development, and post development EIS methods and processes, and research and development of advanced EIS technologies. A second goal of the EISTS program is to conduct on site (at WPAFB) research, including experimenting with, analyzing, and demonstrating EIS technologies that emerge throughout AFRL/IFTA research and development initiatives. International Traffic in Arms Regulation (ITAR) does apply to all prime contractors and subcontractors. Foreign participation is disallowed at the prime level. The solicitation is scheduled to be issued in the first quarter of Government FY02. Anticipated award date is in the second quarter of Government FY02. Interested parties are invited to attend a Pre-Solicitation Conference from 0900-1200, 7 Nov 2001, in the Hope Hotel and Conference Center, Bldg 823, Area A, 10823 Chidlaw Road, Wright Patterson AFB OH 45433. The Hope Hotel?s phone number is 937-879-2696. The conference room doors will open at 0830. An overview of the acquisition, from both a technical and contractual perspective, will be presented. Interested parties are asked to limit attendance to no more than two representatives from each prospective team member. Those planning to attend should forward the name, address, fax number and phone number of their company; with the names, Social Security numbers, citizenship and e-mail addresses of those individuals who will attend, to James R. That information shall be received no later than 19 Oct 2001. If attendance is disapproved, an attempt will be made to notify the individual in a timely manner. To facilitate teaming arrangements and small business participation, the names and addresses of interested companies will be issued to all prospective offerors. Attendance is at the expense of the attendees. Only United States citizens will be allowed to attend the conference (no Foreign Nationals may attend). Attendee?s must have a picture ID to attend the conference. In light of the recent attacks on our nation, variable security situations have been put into place. Attendees should contact one of the Contracting personnel listed above, prior to departing for this conference. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or Contracting Officer, but to communicate Contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the selection decision.
