Description
It is the intent of the National Library of Medicine to negotiate on a sole source basis for the National Institutes of Health (NIH),Office of Behavioral and Social Sciences Research (OBSSR) a procurement with Dr. Marcia Ory, College Station, Texas, for a continuation of current services. Dr. Ory will to provide expert technical consulting services as a scientific coordinator for the trans-NIH Behavioral Change Consortium (BCC). The BCC is a collective of 15 NIH-funded behavioral change grants whose primary purpose is to test the effectiveness of different theory driven interventions on three major lifestyle behaviors: smoking, nutrition/eating and physical activity/exercise. NIH is seeking assistance from an individual with an expert understanding of NIH and the ability to provide expert scientific coordination of the BCC. This requirement will include the following tasks: 1) envisioning and planning for cross-site synergy for activities that are pushing the frontiers of behavioral intervention research; 2) maintaining contact with NIH program funders and investigators; 3) planning and co-chairing the meetings; serving as overall liaison to each of the workgroups and co-chair/active member to several specific groups; and 4) developing and implementing strategies to bring greater visibility to BCC activities. The anticipated period of performance will be October 22, 2001 through October 21, 2002. Dr. Ory's previous experience as a program officer and scientific coordinator at the BCC uniquely qualifies her as the only source capable of successfully providing the necessary consultant services. This requirement represents a continuation of services that she is currently providing to NIH. She therefore, will require no orientation to NIH functions and operations. She has extensive expert knowledge of the BCC, including the organization, the staff, and the requirements. She is an experience program officer and scientific coordinator, and holds advanced degrees in the field. NIH has determined that Dr. Ory is the only source with the unique combination of required expertise and experience who can successfully complete the requirements listed above.
