Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions and clauses in the RFQ are those in effect through FAC 97-27 and DFAR DCN 20001213. The Regional Contracting Department, Fleet & Industrial Supply Center, Pearl Harbor, Hawaii has a requirement for two (2) NCAA Basketball Officials and one (1) scorekeeper for the MWR Department's intramural sports program. The period of performance includes one base year, 01 November 2001 -- 30 June 2002, and four individual option years. The quantity of games is 400 per year. The solicitation number is N00604-02- T-A008, to be awarded as a Firm-Fixed Price contract. The NAICS code is 713990 with a small business size standard of $5 million in sales. The Department of Labor Wage Determination number 94-2153, Revision 27 (13 June 2001), is applicable to this requirement. This document sets the minimum amounts to be paid to employees. A copy of this is available from the contracting officer listed below. All contractors must be registered in the Central Contracting Registration (CCR) database to be eligible for a Department of Defense contract award. Information concerning the CCR may be attained at www.ccr2000.com. All qualified, responsible business sources may submit a quotation, which shall be considered by the agency. Inspection and acceptance shall be made at destination by the receiving activity. The statement of work is as follows. The contractor shall provide two NCAA Basketball qualified officials and one scorekeeper per game for the Intramural Basketball League. 2001-02 National Collegiate Athletic Association Basketball rules govern this league. The Athletic Director will furnish local rules for the Intramural Basketball League. Local rules take precedence over the aforementioned regulations for each sport. The contractor shall provide two NCAA basketball qualified officials and one scorekeeper in accordance with the current league schedule for Intramural Basketball. Officials shall have current NCAA qualifications from the governing body and/or in accordance with local association rules for Intramural Basketball. Officials shall follow local and national rules (NCAA) and will wear the proper uniform for the games they are officiating. The contractor shall provide supplies required by the officials in the performance of the services specified (i.e., whistles, rules books, etc.) The contractor shall provide a list of officials to be used to the Athletic Director prior to the start of the season. Only these officials will be authorized access to Naval Station, Pearl Harbor, HI. Officials shall arrive 10 minutes prior to the start of the scheduled game. Officials will be required to complete a daily attendance sheet and keep a running score during the games. Officials will secure all MWR equipment and scorebooks used during the game. League games are on a five-day per week basis (may vary due to amount of teams entered) at the dates, times and locations at Naval Station, Pearl Harbor, Hawaii reflected on the official league for Intramural Basketball. The official league schedule will be incorporated into each individual delivery order (dates, times, locations, type of sports, etc.). Official league schedules will be provided to the Contractor by the Athletic Director at least one a week prior to the start of the Intramural Basketball Season. The contractor shall provide officials for rescheduled games when notification from the Athletic Director's office has been received at least two hours prior to game time. Government will be billed monthly. The Government will pay the full fee for each game in the event of forfeit by either or both scheduled teams, unless the Contractor is notified of the forfeit at least two hours prior to game time. The following clauses are applicable: FAR 52.212-1, Instructions to Offerors -- Commercial Items (addendum to paragraph (h): a single award will be made); FAR 52.212-2, Evaluation Commercial Items, the following factors shall be used to evaluate offers: (1) Technically Capability and (2) Price. Award will be made to the responsible offeror whose offer is the most advantageous to the Government. The offeror shall provide the information required in FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items and in DFAR 252.212-7000 -- Offeror Representations and Certifications-Commercial Items.
