Description
NASA/GSFC plans to issue a Request for Quotation (RFQ) to perform programming and analysis of topographi and remote sensing data for Earth and Mars and prepare an interactive data base for the thousands of impact craters analysis conducted in support of Mars Global Surveyor Investigation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Herring Bay Geophysics, Tracy's Landing, MD. Herring Bay has over 14 years experience developing topographic and imaging analysis codes. Herring Bay has developed the codes that have enabled the production of the first global topographic roughness maps of Mars, a database of 5000 measurements of martian impact craters, and interactive analysis codes for measuring landforms or Mars, Earth and asteroids. These services are vital to ongoing spaceflight investigations that involve missions, including the Mars Global Surveyor, the Mars Odyssey Mission, as well as the shuttle laser altimeter. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on October 19, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
