- Description
- The government intends to make a sole award to Eclipsys Corporation for MEPS installation and maintenance for military treatment facilities located in the Great Plains Regional Medical Command. MEPS is a personnel education, preparedness, and tracking database developed and installed at the William Beaumont Army Medical Center (WBAMC), Fort Bliss, TX, by personnel contracted from the Eclipsys Corporation. It provides the medical treatment facility (MTF) with all personnel demographics, personnel training, and readiness data. It is a Microsoft SQL relational database management system (RDBMS) accessed via Microsoft Access 97 in a client-server networked environment. Minimum client workstation requirements are listed in the survey of sites in this proposal. Deploying MEPS throughout the Great Plains Regional Medical Command would improve preparedness tracking throughout the region, allow preparedness records to be moved easily with personnel as they are moved within the region, and enable region wide preparedness reporting. With the recent attacks on American assets by foreign terrorist groups, installation and deployment of this RDBMS has become imperative in order to track military and civilian personnel. The MEPS RDBMS has become a Mission Critical system, and its rapid deployment has become a regional priority. MEPS is intended to become the demographic cornerstone of a multiplicity of administrative, clinical, and educational systems to be electronically interfaced to provide MTFs with a comprehensive, integrated, suite of information services accessed through a single, modern, web-enabled client, independent of workstation hardware and operating system. Moreover, the system will be remotely accessible via secure communications to provide services to Army National Guard and Reserve Units under the Command and Control of the GPRMC. =20 The contractor shall perform the following tasks: TABLE I MEPS REGIONAL INSTALLATION TASK NUMBERS TASK SITE=09 1A BAMC 1B Ft Polk 2A Fort Hood 2B Ft Sill 3A HQ GPRMC 4A Ft Leonard Wood 4B Ft Riley 4C Ft Leavenworth 5A Ft Huachua 5B Ft Carson : Installation will consist of the following tasks : ? Site Survey -- data collection ? Data Scraping of existing rosters ? Data Conversion to SQL format ? Installation/configuration of client PCs ? Installation/configuration of server elements ? Installation/configuration of SQL server environment ? Loading of converted data into the MEPS database ? Site testing of database ? Training of the site trainers on the MEPS database (one day of training the trainers) Site installation includes installation of existing database on each of the MTFs' SQL servers, client installation on user PCs, and training of trainers and key personnel on usage. The installation teams will consist of the site SQL System Administrators and additional MTF contractor employees/contractors. Each site installation process will include the following items. ? Installation of Server components.=20 ? Installation of Client components (approximately 20 min per client-2/5 days) ? Data scraping (Conversion of data from files provided. Team effort dependent on site size-3/5 days) ? Training of key personnel and chief of training department=20 ? Final test of components with data loaded (1-2 weeks). The contractor will schedule appointments with and meet with key personnel who will utilize MEPS, for example: the Information Management Officer, all Chiefs of Departments, and key administrative personnel, as well as clinical staff. The site will identify the primary Action Officer, or site manager. The contractor will evaluate and document systems to ensure that the end user workstations meet the minimum system requirements, namely: ? WINNT/2K Workstation ? LAN connectivity ? SQL client license The contractor will stablish operating environment for each MTF ? Versions of MS ACCESS ? Document system location=20 ? Document domain username for creation of groups on the domain/server. ? Evaluate any possible software conflicts prior to installation to ensure all software on workstations remain in operation. ?
