- The Defense Supply Center Philadelphia (DSCP), an activity of the Defense Logistics Agency (DLA), is the Defense Department's principal buyer of military clothing. Numerous end item clothing specifications require rayon as a component in a wide variety of items purchased by DSCP such as clothing, individual equipment (e.g.sleeping bags), insignias, flags, and labels. For example, MIL-C-368J, Cloth, Satin, Rayon and Cloth, Twill, Rayon, covers rayon lining cloths for use in various clothing items. DSCP also purchases items that require goat hair canvas as a component material which gives stability and shape to clothing end items. This includes chest pieces and collar interlinings for coats and overcoats and interlinings in the outer crown of dress caps. For example, CID A-A-52105, Cloth Interlining, Cotton or Synthetic Warp, and Spun Hair-Wool or Rayon Filling covers material intended for use as interlining material in various clothing items. Determinations have been made that rayon yarn and goat hair canvas are not currently produced in the United States or it possessions. DSCP is seeking domestic sources to manufacture rayon yarn and goat hair canvas. In accordance with 10 U.S.C. 2241, this means that every component (including all natural and synthetic fibers) must be grown and produced in the United States or its posessions. If your firm meets this criteria and produces rayon yarn and goat hair canvas domestically, please submit your firm's name and point of contact to DSCP, ATTN: Tom Hutchinson, Contracting Officer, via fax at 215-737-7255 or via e-mail thutchinson@dscp.dla.mil. DSCP will also take into consideration domestically produced substitutes for rayon yarn and goat hair canvas. If your firm manufactures domestic substitutes for rayon yarn and goat hair canvas used in clothing items, please submit your company information along with the domestically manufactured substitute component.
