Description

The Commanding General plans to award a Memorandum of Understanding (MOU) to establish a full service commercial bank on Marine Corps Base, Camp Pendleton. Our goal is to provide a more attractive customer service environment by providing additional financial services to our Marines, Sailors and Civilian Marine workforce. Marine Corps Base, Camp Pendleton is soliciting proposals from interested members of the local financial banking community through a Department of the Navy financial operations questionnaire. The completed questionnaire will serve as the financial institution's proposal. A copy of the questionnaire can be obtained by calling AC/S, Comptroller, Mr. Michael R. Wiggs at (760) 725-6713, M-F 7:00 AM to 4:30 PM or by commercial fax: 760-725-5458. Our selection will be based on the best overall value to the government and the customer as demonstrated by the financial services and products that will be provided. The evaluation of the completed questionnaires will include consideration of the following elements, which are prioritized for weighted importance: a. General Financial Capacity b. General Financial Operations c. Financial Customer Services d. Loans Services e. Savings Program Services The Department of the Navy (DON) will grant final approval based upon the Commanding General's selection and recommendation. The bank selected will be required to follow the policies and procedures outlined in the Department of Defense (DOD) Directive and DOD Financial Management Regulation (FMR). The completed proposal questionnaire must be received at our office (address listed above) not later than thirty (30) days from the initial date of this notice.
