- Reference is made to Commerce Business Daily notice dated 06/29/2001-Submission #50Q543 for the subject project. Phase I is hereby concluded and the following offerors have been selected to proceed to Phase II. PROPOSALS WILL ONLY BE ACCEPTED FROM THESE OFFERORS: (1) Dick Corp./J.J. If you are a contractor, subcontractor, supplier or manufacturer, please contact the POCs listed for each company in order to offer any business opportunities and to help these Prime Contractors in meeting their small business subcontracting effort/goals (i.e. small business, small disadvantaged business, woman-owned small business, veteran-owned small business, and HUBZone firms). The Phase II RFP is hereby issued 09/27/2001; Phase II proposals due date is scheduled for 2:00 p.m., Central Time, 11/26/2001. The pre-proposal conference/site walk will be held in the near future at the Engineering Field Activity Office, 201 Decatur Avenue, Great Lakes, IL 60088. An amendment will be issued with that information when determined. Phase II proposals will be evaluated on the Offerors' revised technical proposal and a price proposal. Technical and price factors will be considered equally important. The technical factors are as follows: (A) Past Performance/Technical Qualifications (same as Phase I unless conditions have changed), (B) Small Business Subcontracting Effort, (C) Conceptual Design, (D) Durability, Maintainability, Sustainability of Building Systems, (E) Project Schedule and Phasing. The estimated budgeted cost is in the range between $230-245 million (exclusive of maintenance). General Description: This project consists of the design and construction of two Recruit Barracks (P-732 & P-733) in Fiscal Year 2002 (FY02) Military Construction Program, at 16,700 square meters (SM) each. This project includes complete infrastructure (roads, sidewalks, utilities, storm drainage, elevated water tank, railroad underpass, landscaping, etc) for a 48.7-acre tract of undeveloped land adjacent to the existing RTC campus and other incidental related work to provide a complete and useable facility. Each Barracks will provide open bay housing for 1,056 recruits, classrooms, and a prepared/advanced food service and dining facility. The Government will provide the design of a similar Barracks for site-adaptation. See paragraph 1.3.1, FY01 Barracks Design, below for additional information. However, the successful offeror will be required to validate the design against RFP requirements and accept design responsibility, i.e. design drawings and specifications signed and sealed by registered professional engineers and architects. This RFP also includes a series of options for five additional Barracks as follows: Contract Line Item #s (CLINs) # PROJECT # SIZE 0002 P-734 16,700 SM 0003 P-735 16,700 SM 0004 P-736 16,700 SM 0005 P-737 16,700 SM 0006 P-738 16,700 SM Each project includes integrated site development and incidental related work to provide a complete and useable facility and will be located proximate to and will be similar to projects P-732 and P-733. Award of these projects will be dependent upon Congressional approval and availability of funds. If approved, it is anticipated that each project will be awarded in the first quarter, October December, of the applicable fiscal year. However, it is possible that Congress could authorize the option year barracks in an earlier fiscal year. The R.S. Means Construction Cost Index adjusted for the Chicago area will be applied to each of the option prices for construction of barracks. The index information will be applied at the time the option is exercised to reflect changes in the local economy. See the Cost Index & Application contract clause in Section 00700 of the RFP. The project also includes options for operation, maintenance, and repair of the entire HVAC system (chillers, cooling towers, pumps, steam converters, air handling units, variable frequency drives, chemical treatment for cooling, heating and condenser water systems, glycol fill systems, and fans) from beneficial occupancy of the 1st barracks through beneficial occupancy of the final barracks. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous to the Government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable terms. The Government will award a contract after evaluation of PHASE II proposals to the responsive and responsible OFFEROR and determined by the Government to be the "BEST VALUE" to the Government, price and technical factors considered equally. Offers WILL NOT be publicly opened. The number of offers received, the identity of offers received, the amount of any offer or relative standing of the offers WILL NOT be disclosed to anyone until time of contract award.
