- This project will consist of pulverizing existing pavement, asphalt pavement overlay, subexcavation, embankment reconstruction, retaining walls, and other minor items of work on 14.069 kilometers (largest schedule) of roadway for Lassen Volcanic National Park in Tehama and Shasta Counties, State of California. Estimated price range is between $5,000,000 and $10,000,000. Principal work items (largest schedule): 14.000 kilometers centerline verification and staking, lump sum contractor testing, 2,100 m silt fence, 5,000 m3 watering for dust control, 2.0 ha clearing and grubbing, 2,300 m removal of portland cement concrete curb, lump sum removal of gabion wall, 33,000 m3 roadway excavation, 6,000 m3 waste, 6,600 m2 uniaxial geogrid, 1,700 m2 biaxial geogrid, 12,000 m2 mechanically placed special rock embankment, 170 m2 various sloping face rockery wall, 105 m3 gabions, 300 m2 mechanically stabilized earth wall, 130,000 m2 road reconditioning, 22,300 t hot asphalt concrete pavement, 1,450 t asphalt cement, 100 t tack coat, 300 m2 reinforced architectural shotcrete facing, 320 m various size HDPE double walled pipe culvert, 270 m underdrain system, 350 m paved waterway, 2,550 m various size Portland cement concrete curb and gutter, 353 m2 Portland cement concrete drive pad, 106 m precast concrete guardwall, 20 m stone masonry guardwall, 1,000 m3 placing conserved topsoil, 2,300 L pavement markings, 10,000 hr traffic control, along with associated surveying and heavy equipment. Tentative advertisement date is October 12, 2001. All bid forms, bid bonds, and other documents required for the bid submittal shall be submitted to FHWA in paper format. Electronic format for the bid submittal documents will not be allowed. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
