Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information contained in this notice. This procurement is conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; this is a Request for Proposal (RFP) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. Solicitation Number RFP 518-02-01 should be referenced on all proposals. This acquisition is 100% small business set-aside and the NAICS code is 541430 with a small business size standard of $5.0 million. In accordance with the terms, conditions, provisions and specifications of this proposal the Government intends to enter into a firm fixed price contract for a period of one (1) base year and three (3) one year options beginning on or about November 1, 2001. The Contractor shall be required to provide Graphic Design services for the Bedford VA Medical Center.Create computer generated promotional/information material from start to finish. Weekly, monthly and quarterly newsletters, brochures, flyers, large format posters, large format vinyl indoor/outdoor banners, invitations, mailers, handbooks, business cards/patient appointment cards, photograph enlargements, booklet and binder covers and spines, reference cards and other requested material. Digital media created for VISN 1 and services within the Bedford VAMC and CBOCs. Create computer generated graphics and supply photographs (unless supplied by the service) for all projects; logo designs, illustrations, digital photographs, scanning, touch-ups and color correction to photographs. Take photographs with digital camera for projects. Supply graphics/photographs for Power Point slide presentations. Create and print thumbnails for all digital photographs. Burn CD-ROMs that contain photos and graphics upon request. Knowledge and use of various computer programs/applications: Adobe Acrobat, Illustrator, Photoshop & Pagemakers; Quark X-Press, Suitcase, Norton's Utilities, Windows NT, Mac OS, Microsoft Office and Frontpage, Paper Port OCR, Internet Explorer, Netscape Navigator, IMSI Clipart browser, Print Shop, Splash Server (print server and software) DHCP mailman, etc. Able to estimate when work can be done for review. Webmaster for the Bedford VAMC Intranet: Develop and maintain the intranet. Develop and maintain online quizzes and tutorials. Create Graphics for the web. PDF files for online contents. Knowledge of HTML and JavaScript. Knowledge of Section 508, Government Web Accessibility. Maintain databases for intranet use. Maintain the web server-includes updating and deletion of files stored on the server. Implement new ideas to use the intranet to the best of its ability. Qualified to use the MacIntosh and PC computing platforms. Knowledge and experience using and accessing the Splash print servers that run the Xerox Docutech color laser printer and Xerox large format banner printer. Maintenance of the MacIntosh computers. This includes troubleshooting and fixing problems. Installations of software, setting up print server connections for the printer, internet connections, etc. Archive all project files and digital photography. Color calibrate monitor to match printer output. Assign and record job numbers for projects that are to be printed on the color laser printer and color large format inkjet banner printer. Scan in text documents to be saved in an editable format. Document and complete invoices submitted to the VISN for VISN projects. Collect files, saving to disc(s) and ship projects with the required forms for printing outside of the Bedford VAMC, Meet with clients who have requests for graphic design projects. Give clients a timeframe for completion of projects. Work with the client from start to finish, including sending proofs, making edits and filling out printing request forms. Minimum requirement of 3 years experience creating graphic design solutions is required. Weekly hours are determined by the workload and due dates of projects, averaging between 25 to 35 hours. The Bedford VAMC will provide the workspace, PCs, specialized equipment and supplies. Payment will be made weekly according to the hours worked. Evaluations will be made on knowledge and experience with similar work, qualifications, availability and price/cost, all factors being considered. Work is to be product/service based. All costs associated with carrying out the functions of the above proposal are to be borne by the individual or organization so engaged. The Contractor shall be responsible for protecting the personnel furnishing services under this contract. The parties agree that such personnel shall not be considered a VA employee for any purpose and shall be considered employees of the Contractor.
