Background "This is a combined synopsis/solicitation for commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a sole source requirement IAW FAR 6.302-1. This RFQ has the following line item: RENEWAL OF SOFTWARE SUPPORT AND MAINTENANCE ON RETRIEVALWARE 415 USER LICENSE INCLUDING 2 SDK's AND INTERNET SPIDER. SHIP TO: NAIC/SCD, ATTN: CUB CHU, 4180 WATSON WAY, WRIGHT-PATTERSON AFB, OH 45433. Delivery required NLT 01 OC 2000, FOB destination, net 30 payment terms. The following clauses and provisions apply: 52.212-1, 52.212-2(a) and 52.222-3. Inserts for 52.212-(a) are technical, past performance, price. Clause 52.212-4 and 52.212-5 shall be included with any offer. In accordance with FAR 13.106-2(b) (2), the Government may award without discussions. WPAFB intends to award to: CONVERA, 1921 GALLOWS ROAD, SUITE 200, VIENNA, VA 22182. AUTHORITY: 10U.S.C. 23049c) (1), JUSTIFICATION: Supplies or services required are available from only one or a limited number of Responsible sources and no other type of supplies or services will satisfy agency requirements due to the proprietary nature of this requirement.
