Description
NASA GSFC plans to increase the total maximum ordering value of Contracts NAS5-99084 with Research and Data Systems Corporation and NAS5-99085 with Science Systems and Applications, Inc. (SSAI) by $8,902,153. The increase of the maximum ordering value is based on the authority located at FAR 6.302-1, 10 U.S.C. 2304(c)(1), Only One Responsible Source. This increase is necessary to insure continued support until the execution of a contract under the Code 920 follow-on competition. The draft RFP for the Code 920 follow-on competition was released August 2, 2001. Decision Systems Technologies, Inc. and Science Systems and Applications, Inc. have experience critical to the successful performance or completion of their respective milestones. To establish a short term contract (2-month basic extension with 4 one month options) with a company other than the existing incumbents, until a follow-on contract could be awarded, would significantly impact the milestones. Contracts NAS5-99084 and NAS5-99085 support several Code 920 activities that would be negatively impacted by a break in the support services being provided. The services include: Earth Observing System instrument calibration, Vegetation Canopy Lidar engineering, computer systems administration, Moderate Resolution Imaging Spectrometer software support, National Polar-orbiting Operational Environmental Satellite System Preparatory Project science, Large Scale Biosphere-Atmosphere Experiment, and GeoScience Laser Altimeter System. More specifically, a two-month or more suspension of support services would: 1) violate our international agreement with Brazil for Large Scale Biosphere-Atmosphere Experiment support, 2) stop the distribution of Earth Observing-1 data to the Science Validation Team, thus delaying the validation of the Earth Observing-1 technology (which impacts the Landsat Data Continuity Mission), 3) delay the work on Laser Vegetation Imaging Sensor, thus postponing the flight campaign in Brazil by one year, 4) delay the launch of GeoScience Laser Altimeter System by interrupting the integration and test schedule, and 5) interrupt the maintenance of Laboratory for Terrestrial Physics calibration standards, thus requiring the standards be recalibrated at government expense. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 15, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a proposal which shall be considered by the agency. An Ombudsman has been appointed, See NASA Specific Note "B".
