Description
WELDER, SUITCASE, ARMY DRAWING 11B258000: The arc welding shall be an integrated unit providing power suitable for safe performance of Shielded Metal Arc Welding (SMAW, also known as Stick welding) and, with addition of a Wire Feeder (see below), Gas Met al Arc Welding (GMAW, also known as Metal In Gas or MIG welding). The welder shall convert three-phase, 60 Hz, 220-240 VAC to DC current suitable for SMAW and GMAW. It shall be rated to produce output current of at least 250 Amps at 25 volts DC and 40% duty cycle. Current draw at that output shall not exceed 30 Amps. The welder shall not weigh more than 45 pounds, and shall fit within an envelope 17 inches high by nine inches wide by 17 inches long. All operating controls and indicators shall be mounte d on a single vertical panel at one end of the case. The operating modes of the welder shall be switch selectable. The control panel shall provide output voltage and amperage gages, a power on indicator, a thermal overload indicator, and a variable c ontrol for output voltage and current. The welder shall conform to the requirements of IEC 974-1, insulation protection 23s, or equivalent. FEEDER, WIRE, ARMY DRAWING 11B258020: The wire feeder shall be a suitcase-style hand-portable unit that fits within an envelope 14.75 inches high by 9.25 inches wide. The feeder, minus electrode wire spool, shall not weigh more than 30 lbs. The feeder shall be rated for an output current of at least 330 amps at 60% duty cycle with a secondary contactor installed. It must operate on open circuit voltage and arc voltage of 15 to 100 volts. It shall be capable of feeding both steel and aluminum electrode wire in sizes from .024 through .078 inch diameter, and shall hold wire spools up to 12 inches in diameter (30 lb). Electrode wire feed speed shall be 50 to 700 IPM, depending on the arc voltage supplied. The feeder shall be configured with a quick-connect receptacle for a TWECOTM gun. The feeder shall be equipped with an inch/purge feature, gas solenoid and a power c able at least 20 feet long. The feeder as delivered must be fully operational with all required options pre-installed. The requirement is for 1600 ea Qty Welders and Wirefeeders for use on the Shop Equipment Contact Maintenance (SECM) vehicle. The estima ted date of issue is 15 Oct 01. This procurement is unrestricted. This acquisition is anticipated to result in a five-year Indefinite Delivery Indefinite Quantity (IDIQ) type contract with Multiple Awardees. To be eligible for award, offerors must be in vited to participate in a reverse auction; the on-line auction will be used to determine contract award(s). The Reverse Auction is a competitive, anonymous, on-line tool in which participants will submit a descending series of competitive price proposals. See Section L for details. The RFP will be issued as a Best Value Trade-off. The evaluation factor of Technical (Go/No Go) must be passed to be eligible/invited to participate in the auction. Non-priced technical proposals will be used to qualify offer ors for the reverse auction. The solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a)(7) and 14.205-1(c); hardcopies will not be provided.
