- Description
- The United States Department of State prime contractor (Contract S-OPRAQ-98-C-0051), DynCorp International, LLC (DynCorp), is seeking qualified sources that are capable of providing BOTH an engine and a propeller system to replace the current engine and propeller system installed on the OV-10D Bronco SLEP aircraft. =20 Requirement: 1. Provide a supportable engine and propeller system (E&PS) for a minimum of twelve (12) OV-10 aircraft that are currently being operated at Patrick Air Force Base, FL and locations in Bolivia, Peru and Colombia, South America. =20 2. Provide, at a minimum, a supportable E&PS that is capable of meeting or exceeding the performance of the E&PS that is currently installed on the OV-10.=20 3. Provide a supportable E&PS that is compatible with the existing OV-10 airframe. 4. Re-engineer, if required, the OV-10 airframe to accommodate the replacement E&PS. OV-10D Bronco SLEP background information and general characteristics follow: Aircraft Manufacturer -- Rockwell International Corp. (Note: Maney Aircraft is now the sole company licensed by Rockwell to provide spares and support for the OV-10) Propulsion =09 1. Two (2) Honeywell (previously Garrett/Allied Signal) T76-G-420/421 engines, 1040 SHP 2. Engine dry weight -- 400 pounds each 3. Engine dimensions=20 a. Length (exclusive of propeller) -- 43 inches b. Width -- 20 inches c. Height -- 27 inches Variable Pitch Propeller 1. Two (2) Hamilton Standard propeller assemblies a. Left engine propeller assembly model number -- 33LF355 b. Right engine propeller assembly model number -- 33LF356 2. Propeller dry weight -- 158 pounds each Fuel Capacity =20 1. Internal -- 248 gallons 2. External -- 230 gallons centerline 3. Two (2) 100 gallon wing/stub pylon Typical Loading TOGW -- 15,000 pounds Ground Roll Distance (Vmc-STOL)=09 1. Take off -- 1,500 feet 2. Landing -- 800 feet Rate of Climb=09 1. Single engine -- 600 feet per minute 2. Normal -- 3,100 feet per minute Service Ceiling 1. Single engine -- 12,500 feet 2. Normal -- 30,000 feet Speed 1. Level (Vh) -- 260 knots 2. Max (Vl) -- 350 knots Sources having the interest, capability or the ability to acquire such capability to provide replacement engines and propeller assemblies are encouraged to submit a written Statement of Information (SOI) concerning those capabilities via facsimile or e-mail to Joseph Smith at smithj@inlfl.state.gov or 321-799-3922 or 4205 respectively. The information provided must be sufficient to show that the proposed products will meet or exceed the minimum specifications and performance capabilities of the current engine and propeller assembly. A statement such as, can provide, is not adequate. Interested sources are also to include the following information in their SOI: Company Name and Address, Company Website, Point of Contact, Telephone number, facsimile number, and e-mail address, Company D&B Number. This is currently an unfunded requirement. This sources sought synopsis shall not be construed as a commitment by the Department of State. Furthermore, sources will not be reimbursed for any expenses incurred to research and respond to this Sources Sought Synopsis.
