Description

AH-64D Longbow Apache Program proposes to acquire contractor support to upgrade obsolete hardware and computer systems on the AH-64A Crewstation Development Device (CDD) and 3 AH-64A Cockpit Weapons and Emergency Procedure Trainers (CWEPT). In addition the proposed acquisition includes two option, 1 -- Upgrade of the CDD and 3 CWEPT devices to include the simulated functionality of Engineering Change Proposal (ECP) 1248 fire control computer (FCC) software upgrade, and 1251 memory upgrade, and 2 -- Incorporat ion of the Back-Up Control System (BUCS) simulation in the CCD and 3 CWEPT devices. The Government intends to award a delivery order to contract DAAH23-98-G-0049 to sole source contractor McDonnell Douglas Helicopter Company, Mesa, AZ 85215-9797 under the authority and Justification for Other Than Full and Open Competition of 10 U.S.C. 2304 (c)(1), only one source or a limited number of responsible sources are able to satisfy agency requirements. A technical data package suitable for full and open competi tion is not available and no solicitation will be issued. See Note: 22
