- This project will consist of asphalt surfacing on 13.599 kilometers (largest schedule) of roadway and 12,600 linear feet of waterline and 7,000 linear feet of electric and telephone trenches for Chiricahua National Monument in Cochise County, State of Arizona. Estimated price range is between $1,000,000 and $3,000,000. Principal work items (largest schedule): Lump sum contractor testing, lump sum removal of structures and obstructions, 1,000 m3 of subexcavation, 4,300 m2 of earthwork geotextile, 70 m3 Revet mattress, 13.600 km road reconditioning, 3,400 m ditch reconditioning, 110 m 450 mm pipe culvert, 7,400 t roadway aggregate, 750 t asphalt cement, 12,100 t superpave asphalt concrete pavement, 160 t prime coat, 830 t blotter, 550 m underdrain system, 2,400 m paved waterway, 1,200 L pavement markings, 2,400 hrs traffic control, along with associated surveying, staking, heavy equipment, and seeding. Principal work items for utilities: 220 t minor hot asphalt concrete, 450 t roadway aggregate, 450 t minor cold asphalt mix, 11,050 lnft various size waterline (HDPE), 10,258 lnft various size waterline (PVC), 10 ea fire hydrant, lump sum temporary relocation of water system, 9 ea water service connection, lump sum utility demolition, 1,500 lnft conductor and conduit for water level transmitter, lump sum well completion, 13,786 lnft electrical and telephone service trenches, along with traffic control and soil erosion control. All bid forms, bid bonds, and other documents required for the bid submittal shall be submitted to FHWA in paper format. Electronic format for the bid submittal documents will not be allowed. Amendments to this solicitation will be issued in paper format to all plan holders and will be posted on the website listed in line 18 of this submittal. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
