Description

NASA/MSFC plans to issue an Invitation for Bids (IFB) for "Rehabilitate and Modify Productivity Enhancement Complex, Building 4707." This project consists of providing the labor, equipment, and materials to rehabilitate the interior of the entire Building 4707 including the Filament Winding Facility. Work includes, but is not limited to, repairing or replacing insulation, floor coverings and door components; upgrading portions of the heating, ventilating, and air conditioning system; and relocation of an exhaust system. Interior high bay walls will have a new vinyl curtain wall installed. Other exposed surfaces will be cleaned and repainted. Electrical, communications, and mechanical conduit and pipes will be relocated to accommodate a new curtain wall. The concrete floor will be refinished, sealed, and painted/coated. The Filament Winding Facility modifications will include: raising the ceiling to the same height as the adjacent Tape Laying Laboratory Ceiling; upgrading five-ton overhead crane with a work area that includes both the filament winding and tape laying laboratories; rehabilitating/enlarging the heating, ventilating and air conditioning (HVAC) system to serve added laboratory volume; improving temperature and humidity controls; and providing a complete fire suppression system to protect areas not currently covered by fire sprinkler systems. These upgrades will provide an updated state-of-the-art facility. All packages request must be in writing and contain the complete Company Name, Address, and Phone/Fax numbers. Request for IFB packages should be made to the below listed personnel. Safety records of the prime contractor and subcontractor will be a consideration at award time and the prime contractor must have an EXPERIENCE MODIFICATION RATING (EMR) of 1.0 or LESS AND PROOF INCLUDED WITHIN THE BID PACKAGE. THE PRIME SUBCONTRACTOR'S EMR RATING SHALL BE NO MORE THAN 1.1. REQUEST FOR IFB PACKAGES WILL NOT BE ACCEPTED LESS THAN TEN (10) DAYS PRIOR TO BID OPENING. AWARD OF THIS PROJECT IS CONTINGENT UPON THE AVAILABILITY OF FUNDS. The order of magnitude for the procurement is BETWEEN $1,000,000.00 and $5,000,000.00 and the effort shall be completed within 485 calendar days after notice to proceed. This procurement is a total small business set-aside. [See Note 1]. The NAICS Code and small business size standard for this procurement are 233320 and $27.5M, respectively. The anticipated release date of the IFB is on or about October 16, 2001 with an anticipated offer closing date of on or about November 20, 2001. The provisions and clauses in the solicitation are those in effect through FAC 97 -27. The firm date for receipt of bids will be stated in the IFB. Drawings will be available from the Bid Distribution Office. All responsible qualified sources may submit a bid which shall be considered by the agency.
