Description
The Space and Naval Warfare Systems Command (SPAWAR) intends to competitively award a contract for the Development and Implementation component of the Defense Integrated Military Human Resource System (DIMHRS). DIMHRS, as fielded, will provide Personnel and Pay (Pers/Pay) services for Department of Defense (DoD) Active Duty, Reserve, and National Guard service members worldwide as well as personnel and pay support throughout the life cycle of a Service member's career. DIMHRS will provide support across the full operational spectrum; peacetime and war, through mobilization and demobilization, deployment and redeployment. The DIMHRS System will collect data on every aspect of the Service member's career. It will retain and maintain that data in a single, comprehensive record of service that will be available to the Service member. The data must be accessible by the Service personnel chiefs, CINCs, military personnel and pay managers, and authorized users in OSD and other Federal Agencies. Through the use of Business process reengineering the DIMHRS Program will continue to accommodate changes to both policy requirements and processes within the personnel and pay functional arena for the life of the system. It is the government's intent to implement DIMHRS Pers/Pay utilizing the previously awarded DOD enterprise software license for the Human Resource (HR) components of PeopleSoft Version 8. The full and open competition and subsequent down-select will be conducted in two phases. The first phase will be a full and open competition between all interested parties. The Government intends to award up to three firm fixed priced contracts. Each of these contracts will contain fixed priced options for the of Development and Implementation component. In the second phase, the three selected contractors will build their prototype based on their proposed technical solution set. The working prototype will consist of a core PeopleSoft Version 8 HRMS functionality applied to the DoD Personnel and pay environment. Each contractor's proposal and prototypes will be evaluated to determine the best value for the Government. This down-selection process will leave one contractor to develop and sustain the system over the life of the contract. The Government will be holding an Industry Day on October 15, 2001 in New Orleans, LA at University of New Orleans campus on Elysian Fields. Face-to-face meetings will be scheduled between October 16-19, 2001 with interested Contractor's and their team members. Face-to-face meetings must be scheduled in advance. Therefore, a small business for the purposes of this procurement is defined as a business, including its affiliates, averaging no more than $18 million dollars in annual receipts. Annual receipts of a concern which has been in business for three or more complete fiscal years means the annual average gross revenue of the concern taken for the last three fiscal years. Annual receipts of a concern that has been in business for less than three complete fiscal years means its total receipts for the period it has been in business, divided by the number of weeks including fractions of a week that it has been in business, and multiplied by 52.
