THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR STANDARD FIBER OPTIC CABLE, 131,232 ft. (40km), and DIRECT BURIAL OPTIC CABLE, 72,178 ft. (22km) PER 79K31863 "SPEC. FOR A SINGLE MODE FIBER CABLE". Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to A. provide the answers to questions generated after the first synopsis was issued; B. provide information in order for companies to prepare and submit an RFQ. A. Answers to questions: (1) A loose tube design is not acceptable. (2) As paragraph 5.1.1, the cable shall be manufactured in 1 km to 4 km (km/reel) in length; 2.2 km per reel is acceptable. (3) Paragraphs 5.2.f and 5.3.f are correct as written. Figures 1 and 2 are incorrect. The ripcords depicted in the drawing should have been located approx. 180 degrees apart. (4) Paragraphs 5.2.h and 5.3.h are correct as written. Figures 1 and 2 are incorrect. Figures 1 and 2 shall have been labeled "3mm Elastomeric Subcable Jacket", NOT "2mm Elastomeric Subcable Jacket". (5) Paragraphs 5.2.j and 5.3.j are ambiguous. The paragraphs are revised as follows: "A filler material shall be used as needed to ensure that the finished cable is symmetrical. The filler material shall be nonutritive to fungus, electrically nonconductive, homogeneous, and free from diret and foeign matter." (6) Paragraphs 5.2.p and 5.3.p are incorrect as written. The paragraphs are revised from "The polyethylene a outer jacket shall have a wall thickness of 3.0 mm (minimum) and 12.7 mm (maximum O.D." to "The polyethylene outer jacket shall have a wall thickness of 3.0 mm (mimimum) and 18 mm (maximum) O.D." Offerors are required to quote a per ft. price. The provisions and clauses in the RFQ are those in effect through FAC 97-27. The NAICS Code and the small business size standard for this procurement are 335921 and 1000, respectively. The quotes shall state in their quotation their size status. All qualified responsible business sources may submit a quotationn which shall be considerd by the agency. Delivery shall be made FOB Destination, to KSC, as soon as possible. Quotations may be mailed to NASA, John F. Kennedy Space Center, ATTN: Barbara Y. Powell, Mail Code: OP-MSO, Kennedy Space Center, FL or faxed to (321) 867-7384 by close of business (4:30 p.m.) on Wednesday, October 10, 2001. Quotation will include, the reference number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), CAGE code, identification of any special commercial terms, and be signed by an authorized company representative. QUOTERS ARE ENCOURAGED TO USE THE STANDARD FORM 1449, SOLICITATION/CONTRACT/ORDER FOR COMMERCIAL ITEMS form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. No telephone quotations shall be accepted. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: If the end product(s) quoted is other than domestic end products(s) as defined in the clause entitled "Buy American-Act -- Supplies", the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e. delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the sol. for selection purpose, technical, price and past performance are esentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see (FAR 52.212-1(b)). Offers must provide copies of the provision at 52.212-3, Offeror Repres. and Certs. -- Commercial Items with their quote. An ombudsman has been appointed -- See NASA Specific Note "B". The due date for receipt of offers is extended to Wednesday, October 10, 2001.
