- Description
- NASA/JSC plans to issue a Request for Quotation (RFQ) for Fiber Optic Transmission Cables for the X-38 project in accordance with the attached statement of work. Technical questions can be directed to Chuck Dingell at 281 244-1286 or by e-mail charles.w.dingell1@jsc.nasa.gov. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Polymicro Technologies. The X-38 project makes use of laser-fired pyrotechnics for control of critical events. The fiber-optic transmission cable is a key part of this system. Most recently, Polymicro has supplied these cables for the V-131 and V-132 test vehicles. Numerous ground and flight tests have taken place to verify the Polymicro fiber configuration. Therefore, the Government has "flight-qualified" Polymicro fiber and it would not be in the best interest of the Government to purchase fiber-optic cable from a different vendor whose configuration would be different. Doing so would introduce significant risk into the X-38 flight test program, as well as schedule delays and additional expense to qualify the new configuration. A Justification for Other Than Full and Open Competition stating a unique source (FAR 6.302-1) is being prepared. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 9, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
