- "Army Residential Communities Initiative (RCI), Community Development and Management Plan (CDMP) Request for Qualifications (RFQ) Southeast Grouping" The Headquarters United States Army Corps of Engineers under the direction of the Assistant Secretary of the Army for Installations and Environment has a requirement to establish a long term business relationship with private sector developers for the purpose of improving military family housing communities at the following installations: Fort Bragg, North Carolina, Fort Campbell, Kentucky, Fort Stewart / Hunter Army Airfield, Georgia, and Fort Polk, Louisiana. This requirement is part of the Congressionally authorized Military Housing Privatization Initiative (MPHI) and as such, employs commercial practices to meet the Army's long-term needs for military family housing community management, including development, construction, maintenance and operation of the family housing at each installation as listed above. The Army intends to release a two-step Request for Qualifications (RFQ) with specific submission requirements for an Offeror Selection Evaluation using Best Value Procedures. Step one of the RFQ will establish the competitive range. In Step one, Part A the Army will review specific information from the offeror written submission to screen for adequacy of documentation of the basic skills required: community development, property management, and financial capability. In Step one, Part B, the Army will evaluate written submissions covering five general factors based on their experience, financial capability, organizational capabilities (corporate level), past performance, and small business utilization (general history). Step one of the RFQ process will identify those offerors determined to be highly qualified and place them in the competitive range and thus eligible for further consideration in Step two. The Step two solicitation for each of the four installations will be sequentially offered. Offerors selected to the competitive range in Step one may, at their option, compete for one, two, three or four of the installations within this grouping during the individual Step two solicitations. The offerors making the competitive range may, without penalty, elect not to submit on a specific installation. Entities not selected to the competitive range will not be allowed to compete for the Step two RFQ solicitations for any of the four installations within this grouping. During Step two of the RFQ process, each installation RCI project will be competed individually in sequence by the offerors in the competitive range. During Step two submissions are expected to be in the form of oral presentations. For Step two, the offeror will be evaluated based on their installation specific preliminary project concept statement, financial return, organizational capabilities (on-site), and small business utilization plan (on-site). The offeror will be expected to identify, in detail, his or her plans to achieve Department of the Army, Major Army Command, and Installation specific goals for each installation. Step two of the RFQ will select the successful offeror for the development of the Community Development and Management Plan for each installation. Pre-RFQ and pre-submission conferences are not intended. The office of the Assistant Secretary of the Army for Installations and Environment has tentative plans to host an RCI Industry Forum for the grouping of installations listed in this announcement on or about, Tuesday, October 23, 2001 in Atlanta, Georgia, dated Thursday, September 13, 2001 (Refer to CBD Special Notice "Army Residential Communities Initiative (RCI) Industry Forum in Atlanta, Georgia"). Interested entities may contact installation representatives as noted below to express an interest in a site or sites visits. The site visit opportunity for Fort Bragg is tentatively scheduled for Thursday, October, 18, 2001 from 8:30AM to 12:30PM, Eastern Time, starting with an initial welcome at the Post's Main Non-Commissioned Officer Club. Potential offerors are requested to indicate their interest in this site visit not later than Monday, October 15, 2001. This site visit opportunity for Fort Campbell is tentatively scheduled for Tuesday, October 30, 2001 from 9:00AM to 3:00PM, Central Time. Potential Offerors are requested to indicate their interest in this site visit not later than Thursday, October 18, 2001. The site visit opportunity for Fort Stewart / Hunter AAF is tentatively scheduled for Thursday, October 25, 2001 from 9:00AM to 3:00PM, Eastern Time. Potential Offers are requested to indicate their interest in this site visit not later than, Wednesday, October 17, 2001. Contact the Fort Stewart / Hunter Directorate of Public Works by telephone 912-767-4585 (voice) or 912-767-8646 (facsimile). The site visit opportunity for Fort Polk has not yet been scheduled. Potential offerors may request site visits of the Fort Polk housing areas, with access to specific housing units by contacting Mr. Wayne Ball, 1711 23rd Street, Building 2512, Fort Polk, LA 71459-2512, telephone 337-531-1977 (voice) or 337-531-0622 (facsimile). The official RFQ will be available, to all interested entities, at the US Army Corps of Engineers, Baltimore District Electronic Bulletin Board at http: ebs.nab.usace.army.mil or the RCI website http://rci.army.mil, after Monday, October 8, 2001. Hard copies (one per interested entity) are available upon request to the contract specialist, Jim Mack at 202-761-7509 (voice). Questions will NOT be responded to if received by other than electronic medium. Comments and/or questions received after the official closing date, November 9, 2001 will not be considered. The Army will NOT respond individually to comments or questions but will post them on the RCI website. The E-mail address for all comments and/or questions is secdmprfq@hqda.army.mil. The Step one RFQ will be issued on or about 9:00AM Eastern Time, Monday, October 8, 2001. Submissions will be due not later than 4:30PM Eastern Time, Friday, November 9, 2001. Prior to the submission date, document rooms at each of the four installations will be available for review of pertinent information regarding the existing military family housing assets.
