Description

See Note 22 The US Department of the Interior, Minerals Management Service, Procurement Operations/GovWorks and the US Department of Agriculture, Office of Community Development intend to procure continuing, follow-on training from Cornell University Rural Development Institute, for a program of rural community development training. Work elements include developing alternative community development training materials to meet the training requirements for USDA Rural Development staff and leaders from supported rural communities; providing instructors for specialized elements of the training curricula; designing a range of instructional settings and methods that promote a high-quality learning environment that is stimulating and challenging for the participants; develop and present teaching materials and documents to accompany the training curricula that enrich the overall instructional situation; conduct at least 5 training institutes for various groups of USDA Rural Development staff; work cooperatively with an institution of higher learning in the southern U.S. that has illustrated a high degree of community and economic development expertise; evaluate the effectiveness of each training institute; maintain records on the project, and make quarterly reports of progress to the Agency; and adhere to all relevant statutes and regulations governing Federal assistance. No solicitation document exists for this requirement, only a broad Statement of Objectives. A determination not to compete this proposed contract based upon responses to this lnotice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether to conduct a competitive procurement. The Government shall not be responsible for any costs associated with preparing a response to this notice. All expressions of interest must be received by 12:00 noon EDT, September 28, 2001.
