- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as an Request for Proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular(FAC)97-27. The associated NAICS code is 512110. Offerors shall prepare a performanced based work statement with appropriate performance standards for each deliverable in response to this solicitation for the following objectives: A video is required which accomplishes the following: The video shall address veteran stigma, promote veteran strengths in the workplace, address a veteran profile (Who are they? What do they look like? How do they act? What they have to offer?), represent jobs from white collar and blue-collar categories, and cover expected veteran outcomes from the TWE program and competitive employment. The videotape shall incorporate archive footage and on-camera narration as well as contemporary cover video from current VA programs and facilities. The Contractor shall produce one video from an approved script. Estimated program length is 5 -7 minutes. The Contractor shall provide a production schedule to reflect all the elements required for completing the project, and provide status on a weekly basis with the Executive Producer of the project. The COTR will coordinate contacts between Contractor and VA sites for information and possible on-site shooting. This information will be relayed to the Contractor for videotaping. The COTR will provide existing footage from other EES video projects and provide access and coordinate the use of studio facilities at EES St. Louis Center to reduce production costs whenever possible. All above listed work shall be completed between September 28th and November 30th, 2001. NOTICE OF THE FEDERAL ACCESSIBILITY LAW AFFECTING ALL ELECTRONIC AND INFORMATION TECHNOLOGY PROCUREMENTS (SECTION 508) On August 7, 1998, Section 508 of the Rehabilitation Act of 1973 was amended to require that when Federal departments or agencies develop, procure, maintain, or use Electronic and Information Technology, that they shall ensure it allows Federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. Section 508 required the Architectural and Transportation Barriers Compliance Board (Access Board) to publish standards setting forth a definition of electronic and information technology and the technical and functional criteria for such technology to comply with Section 508. These standards were published with an effective date of December 21, 2000. Federal departments and agencies must develop all Electronic and Information Technology requirements to comply with the standards found in 36 CFR 1194. SECTION 508 -- ELECTRONIC AND INFORMATION TECHNOLOGY (EIT) STANDARDS The Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) are incorporated into, and made part of all VA contracts, solicitations and purchase orders developed to procure Electronic and Information Technology (EIT). These standards are found in their entirety at: http//www.section508.gov. A printed copy of the standards will be supplied upon request. The Contractor shall comply with the technical standards at 36 CFR 1194.24, Video and Multimedia products, and 1194.31, Functional Performance Criteria in performing this contract. FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Technical capability to perform and past performance are more important than price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
