Description
The National Institute of Standards and Technology (NIST) intends to enter into a sole-source procurement with Susan Tai of Rockville, Maryland under the authority of FAR13.106-(1)(b)- only one source reasonably available. The Contractor shall provide continued development and critical evaluation of measurement methods and value-assignment of standard reference materials for high priority clinical diagnostic markers to assist NIST in efforts to address U.S. IVD Industry needs for compliance with the EU Directive on In Vitro Diagnostic Devices. The Contractor shall apply recently developed LC/MS reference methods for serum thyroxine to the determination of total and free thyroxin in serum-based SRMs and other materials. The Contractor must have demonstrated skill in developing and performing high accuracy methods for trace level analytes in biological matrices and must have expertise in the chemistry of thyroxine, in modern liquid chromatography, and in electrospray ionization mass spectrometry. The Contractor shall complete critical evaluation of LC/MS methods for serum cortisol. She shall rigorously evaluate the accuracy and precision of the method to assure that it meets the high standards of NIST. The Contractor must have demonstrated skill in developing high accuracy methods for trace level analytes in biological matrices and must have expertise in the chemistry of cortisol. Lastly, the Contractor shall complete critical evaluation of methods and provide measurements for value-assignment of drugs of abuse in hair SRMs. The Contractor must have demonstrated skill and experience in the value assignment of certified reference materials for drugs of abuse in human hair matrices. The period of performance will be one year from the date of the award. The Government anticipates the award of a firm-fixed price purchase order on or about October 5, 2001. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) is not available.
