Y -- PROJECT INFORMATION Solicitation No. DACA45-01-R-0021 On or about 09 October 2001, this office will issue Request for Proposals (RFP) No. DACA45-01-R-0021 for Design Build Services of a Physical Fitness Center, Project No. GHLN 993008, at F.E. Warren AFB, Wyoming. Proposals will be received on or about 09 November 2001 at the time and place designated in the solicitation. THIS SOLICITATION WILL BE UNRESTRICTED, OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. A site visit will be scheduled upon receipt of a written request mailed or faxed to the following address. Please provide a courtesy copy of the site visit/inspection request to the Contract Specialist at U.S. Army Corps of Engineers, Omaha District, CENWO-CT-M, (Vogt), 106 S 15th Street, Omaha, NE. 68102-1618 or faxed to (402) 221-4199 to the attention of Mel Vogt. DO NOT submit requests for proposal documents to the site visit personnel listed above. See "Ordering" below. The work stated herein is in approximate quantities and will include: Design and Construction of the new Physical Fitness Center located on the northwest corner of the intersection of Fort Steele Way and Fort Banner Way, F. E. Warren AFB, WY. The site is near the main Base gate of the installation. The closest existing facility nearby is the Child Development Center. The Physical Fitness Center will be a 5,051 SM facility incorporating various fitness and Health And Wellness Center (HAWC) functional areas dedicated to conducting comprehensive and balanced programs for physical fitness. These activities include aerobics, health and nutritional training and indoor recreational athletic programs. The structure shall be single story with concrete foundation and slab, masonry walls, steel frame and metal roof. The facility will consist of a lobby, administration, support, locker rooms, gymnasium, group exercise rooms, fitness equipment spaces, racquetball courts, and a HAWC. The major areas of design and construction effort in the new Fitness Center shall be based on the following requirements and descriptions: Support Space -- -approximately 300 SM of building space will be required for these functions. The functions include space for a lobby, offices, administrative area, storage, waiting area, laundry, and for vending machines. Sports Space -- -approximately 1800 SM will be allocated for competitive and recreational sports in the form of gymnasiums and racquetball courts. Fitness Areas -- -approximately 900 SM will be required for various fitness areas including a group exercise area for aerobic training, fitness equipment to include cardiovascular, resistance training, free-weights and a stretching area. Locker Rooms -- -approximately 325 SM of facility space is required for the Men's Locker Room (w/ sauna) and approximately 280 SM for the Women's Locker Room (w/ sauna), including restrooms and showers in both. Health and Wellness Center (HAWC) -- -approximately 330 SM of space divided into areas for various HAWC activities. The HAWC will need reception/lobby space, four offices, a classroom, a computer library, ergonomic workstations, two areas for wellness assessment, a resource library, and a storage area to meet requirements. The parking lots must accommodate up to 250 parking spaces. Development on the site requires installation of utilities (communications, electricity, sewer, water, and natural gas) to support the new facility and connections to existing utility services. Proposal Evaluation: Major adjectival scoring evaluation areas of each offeror's proposal, in descending order of importance, include: Design Experience; Past Performance, Design; Design Personnel; Construction Experience; Past Performance, Construction; Construction Personnel; Project Management; and Utilization of Small Business. Price will be subjectively evaluated for best value. Note that all evaluation factors other than cost/price, when combined, are approximately equal to the price evaluation. When combining all evaluation factors and price, the Government will make a determination as to which offer presents the "Best Value" to the Government. The estimated design and construction cost of this project is between $7,500,000 and $10,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting proposals for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2001: (a) Small Business: 61.4% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars. * (d) Svs-Disabled Vetran SB: 3.0% of planned subcontracting dollars. * Service-Disabled Vetran Owned Small Business The Contractor will be required to commence work within 10 calendar days after receipt of the notice to proceed and complete the entire work, including design, design reviews and construction within the time submitted on the accepted schedule from date of receipt of the Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The proposal documents are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Proposal documents will not be provided in a printed hard copy format.
