Description
This project will consist of grading, drainage, aggregate base, and hot asphalt concrete surfacing on 3.202 miles of roadway for WY PFH 21-1(1), Wilson-Fall Creek, in Bridger-Teton National Forest, Teton County, State of Wyoming. Estimated price range is between $5,000,000 and $10,000,000. Principal work items consist of: lumpsum contractor testing; 11400 linear feet silt fence; surveying and staking (various); 33 acres clearing and grubbing; 84,000 cubic yards roadway excavation; 31,000 cubic yards subexcavation; 50,000 tons select topping; 25,000 square yards earthwork geotextile, type 1; 6,100 cubic yards foundation fill; 4,250 cubic yards culvert pipe excavation; 1,270 cubic yards loose riprap, various class); 19,930 square feet MSE wall; 8,950 square feet retaining wall, furnished and erected; 26,000 tons aggregate base; 17,000 tons hot asphalt concrete pavement, class B, grading G, type 2 pavement smoothness; 1,020 tons asphalt cement; 58 cubic yards structural concrete; 3,044 linear feet pipe culvert (various); 84 linear feet precast reinforced concrete box culvert; 22 each inlet (various); 4,600 linear feet outlet pipe; 2,750 linear feet geocomposite sheet drain; 8,300 cubic yards granular backfill; 8,100 linear feet underdrain system; 13,920 linear feet Portland cement concrete curb (various); 7,150 lienar feet guardrail system (wood posts); fencing; gates; 550 hours major equipment operators; 10,700 cubic yards placing conserved topsoil; seeding, mulching; planting; signing, striping and traffic control. All bid forms, bid bonds, and other documents required for the bid submittal shall be submitted to FHWA in paper format. Electronic format for the bid submittal documents will not be allowed. Amendments to this solicitation will be issued in paper format to all plan holders and will be posted on the website listed in line 18 of this submittal. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
