- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. (ii) Solicitation F44600-01-T-0044 issued as a Request for Quote (RFQ). Written documentation will not be issued for this quote. (iii) The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Part 13. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 97-24. (iv) The NAICS code is 51224 with a size standard, averaged over a one year period of $5,000,000 dollars. This procurement has been set-aside for Small Businesses. (v) Langley AFB plans to contract for recording engineer services for the Heritage of America Band. (vi) Description: CLIN 0001: The recording engineer will provide and use the following equipment, or its equivalent. The purpose of listing equipment is to insure that the highest professional quality recording is captured at the site. The Superintendent of the USAF Heritage of America Band will approve equipment equivalencies. Ramsa WRS2444 Mixing Console, ATC SCM20SL Monitor Speakers with Threshold Amplifier, MIT CVTL 2C/3D Microphone Cables and Snakes with phase shift correction technology, Microphones: Sennheiser MKH20 and MKH40, Schoeps C6/MK-2, Beyer M160 and M260, Neumann KM 100, Soundfield MK 250, Recording Decks: Tascam DA-88 Panasonic DAT 3800, 24 Bit 96K Digital Converters by Prism Sound, Lexicon PCM90 Effects Processor, Microphone preamps -- FM Acoustics, Millennia Media, Grace Design, Prism Sound, Equalizer -- Millennia Media NSEQ -- 2, Ac Power Filtration -- MIT Z Systems. To record the Band: The engineer will be responsible for setting up the equipment, setting microphone placement, setting and adjusting the musicians positions to achieve an acceptable three- (3) dimensional sound stage for the recorded medium adjust the equalization (EQ) of the captured sound of the hall to optimize the musical effect, provide -- hot mikes -- for those situations (piano, harp, etc) that are required to hear all ensemble members appropriately, tear down the equipment and ship the equipment to the next location. To edit the raw tapes to a finished CD: The recording tapes will be digitally edited on a computer, using the following Macintosh based system, or an equivalent in either PC or MAC format. Sonic Solutions 24/96 capable and/or Pro Tools 24 bit v.5.1. The engineer will load the raw tapes into the computer and will use a computer program to combine the various takes into an acceptable musical product that follows the musical score exactly. The engineer will edit attacks and releases as necessary, adjust EQ as necessary, provide mastering services to manufacture a CDR and DAT tape master of the session. At the end of the session, the engineer will provide 2 copies of he session in CDR and DAT format. The engineer will have the following level of experience or equivalents: Extensive experience in -minimal miking- techniques (using 2-6 microphones to record 55 musicians), will have recorded major symphonies, have recorded major professional chamber ensembles, extensive experience recording bands and wind ensembles. He/she must have extensive experience recording US military bands, extensive experience mastering records and CDs on a variety of major labels. The engineer will be recognized as a leader in the recording industry by having received multiple national and international awards and recognition. Recording dates: The USAF Heritage of America Band will record on the following dates in the Hampton Roads, Virginia Area. The engineer and his/her equipment will arrive ahead of this date and setup so that the recording session can start and finish on time. Each day will be from 8 to 12 hours long (with appropriate breaks for meals). The actual hours will be determined between the engineer and the USAF Heritage of America Band. As of 9 August 2001, the following recording dates are firm. Other dates may be arranged between the USAF Heritage of America Band and the engineer. 23-26 October 2001 and 11-14 December 2001. Editing Dates: Approximately 35 editing dates will be arranged between the USAF Heritage of America Band commander and the engineer. As of 30 July, the following dates are tentative: 18-28 February 2002, and 11-16 April 2002. The remaining dates will between the USAF Heritage of America Band Commander and the engineer. The engineer should provide 3 CD samples of his wind ensemble expertise and a list of 5-10 references, include name, address, phone number, and type of recording service. The references will be called to evaluate the engineers experience level. The following questions will be used to evaluate the skills and experience of an engineer: When the engineer worked for you, how would you describe his/her knowledge of his recording equipment? Was he/she efficient in setting up and tearing down the equipment? Could he/she resolve equipment problems quickly? Explain. When the engineer worked for you, how would you describe his knowledge of microphone vs. musician placement? Was he/she able to create an outstanding 3-dimensional sound stage on the recording? Was he/she able to resolve image placement problems (Euphonium consistently too loud, move x inches back) quickly and efficiently? When the engineer worked for you, how effective was his ability to control the EQ of the captured sound to bring an outstanding musical product to tape? Was he/she able to resolve hall problems, standing waves, flutter, etc. efficiently? When the engineer worked for you, how well did he/she edit the session with a computerized musical editing program? Did he/she have the ability to hear the minute musical nuances and edit appropriately? Was he/she quick and efficient with the techniques of cutting, pasting, and nibbling the various takes into a CDR Master? How well does the engineer hear, in musical terms? Can he/she hear the miniscule differences in tempo, pitch, tone, attack and style that vary from take to take and edit to accommodate those differences? Can the engineer detect playing errors throughout the complete musical tesatura? Responsibility and Inspection: Unless otherwise specified in the purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control. Offerors are reminded to submit in detail sufficient information to evaluate compliance with this solicitation. This may include, but is not limited to, product literature, pictures and schematics of the enclosures. Award will be made based on past performance, price, technically acceptable responsible, responsive offeror who demonstrates compliance with the requirements of this solicitation and all referenced clauses. Offerors shall include total price with their quote (vii) Delivery: Date of delivery shall be no later than 19 October 2001; or sooner. Place of delivery will be Langley AFB, VA 23665-5000. The vendor shall deliver Clin 0001 FOB Destination. (viii) The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items (NOV 1999) is hereby incorporated by reference. (ix) Solicitation provision at FAR 52.212-2, Evaluation Commercial Items (JAN 1999) is hereby incorporated by reference. The=20 Government will award a purchase order resulting from this solicitation to the responsible offeror whose quote is conforming to the solicitation will be most advantage to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)technical capability of the items to meet the government requirement, (ii)past performance (iii) delivery and (iv) price. The areas of technical, past performance and delivery are of higher importance than compared to price. The government reserves the right to award based on these sub-factors rather than lowest price.
