- Description
- In response to Operation Noble Eagle, CECOM is investigating all potential sources that could provide alternative battery technologies/chemistries to the High Performance Non-Rechargeable Battery Family in effort to expedite the process should a need for those batteries arise. Please note that this investigation is for information on BATTERIES ONLY, not items that may replace batteries (such as power supplies, ultra-capacitors, solar panels etc.). This is not a request for proposal against a production contract or solicitation, but rather to gather information to potentially pre-certify alternative batteries should they be required to augment existing production. Although information pertaining to all CECOM managed non-rechargeable lithium batteries will be entertained, of particular interest are the following configurations: BA-X590, BA-X598, BA-X347, BA-X557, BA-X588, BA-X800, BA-X112 and the BA-X600. All alternatives should meet the provisions of MIL-PRF-49471B and applicable Specification Slash Sheets as closely as possible. Any alternative that may be considered by CECOM will be tested IAW the First Article requirements of MIL-PRF-49471B and Slash Sheets to assure that the alternative meets the performance and safety requirements. Any interested company should submit its written information as specified below which shall, at a minimum, address the following: (a) the battery or batteries being proposed, (b) projected capacity of the battery(ies), (c) any exceptions proposed to MIL-PRF-49471B and/or applicable Specification Slash Sheets or the first article testing regime, (d) the proposed timeline for completing the testing, and (e) an estimated cost for the effort. Detailed information is not required, but the submission should be adequate enough so that CECOM can determine the feasibility of the approach without having to ask for clarification Performance Specification MIL-PRF-49471B is currently posted to the CECOM Business Opportunities Page (https://abop.monmouth.army.mil) under solicitation DAAB07-01-R-A266 or DAAB07-01-R-A267. The applicable battery Specification Slash Sheets are also posted under the solicitations as follows: DAAB07-01-R-A266 -- BA-X800 and BA-X600; DAAB07-01-R-A267 -- BA-X590, BA-X598, BA-X347, BA-X557, BA-X112 and BA-X588. It is CECOM's intent to review all information submitted. The companies that submit information which is determined to have potential may then be requested to submit samples for Government sponsored testing. The test results for the batteries submitted may then be used, under specified conditions and within certain timeframes, in lieu of sample testing and/or First Article testing in connection with subsequent acquisitions issued for those same batteries Information submitted in response to this request shall be electronically sent to the following e-mail addresses: marc.gietter@mail1.monmouth.army.mil and john.adamitis@mail1.monmouth.army.mil. Any information that cannot be sent electronically may be sent to USACECOM, CECOM Acquisition Center, Attn: AMSEL-ACCA-RT-G, Fort Monmouth, NJ 07703. Information shall be submitted no later than 12 October 2001. Technical information can be obtained from Marc Gietter at (732) 532-6764. Point of contact for this announcement is John M. Adamitis at (732) 532-3473.
