Description

The Defense Information Technology Contracting Organization (DITCO), Scott AFB, IL, intends to award a GSA schedule (GS-35F-4921H) Task Order (TO) to A.F. Kelly, Inc., 1420 Oak Court, Suite 101, Beavercreek, OH 45430-1064 for Tivoli Technical Support Services at DECC-D Dayton. The period of performance for the TO will be 01 Oct 2001 through 30 Sep 2002 with two 6-month option periods. AF Kelly is the current contractor and three months into a Tivoli plan for automation of alert notification; user administration; inventory control; Oracle monitoring; and Policy Director implementation for the Weapons System Materiel Information System (WSMIS) program (mission critical application), Recoverable Assembly Management Process (RAMP) and Special Support Stock Control (SSSC). These systems provide instantaneous availability status on high-priority parts for Air Force weapons systems for immediate requisitioning. In addition to Tivoli, DECC-D-Dayton systems have multiple interfaces with legacy applications across the Air Force, critical to the Air Force Warfighters availability to spare parts and supported by this contractor. Introduction of a new contractor will impact the system performance and DECC-D Dayton schedule. The contractor must possess specific knowledge of the Stock Control System application in order to prevent downtime due to Tivoli scripts not running or Maestro job abends. An outage to the Stock Control System will impact the mobilization of the Warfighter logistically, due to the lack of access to spare parts, potentially grounding aircraft. This application is mission essential and DECC-D Dayton is required to maintain ready status. The procurement will be awarded sole source to A F Kelly to assure continuity and system readiness.
