- Description
- The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), intends to award a sole-source firm-fixed price contract to Honeywell, Defense Avionics Systems, 9201 San Mateo Blvd N.E., Albuquerque, NM for the full rate production and support of the Advanced Multi-Purpose Color Display (AMPCD) system. The AMPCD replaces the legacy Multi-Purpose Color Display (MPCD) in the F/A-18C/D and AV-8B and shall comply with the approved Advanced Mission Computer and Display (AMC&D) Performance Specification, Interface Control Document(s) and Full Rate Production Statement of Work for AMPCD. The contract will be for one year and will provide for the procurement of up to an estimated maximum quantity of 155 each AMPCDs, which includes spares and an option for up to 20 additional units. However, the most probable quantity to be procured is 123 each AMPCDs over the one-year contract period. The production support element of this procurement will include, but is not limited to, platform integration and support. Deliveries will be made to various locations throughout the continental United States. Delivery will be required to begin within 13 months from the date of contract award or option exercise. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Honeywell is the designer, developer, and sole manufacturer of the AMPCD and as such is the only firm with the requisite knowledge, experience, and technical data to successfully deliver the AMPCD systems before the legacy display becomes unsupportable in FY 2003. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which shall be considered by the Naval Air Systems Command.
